HomeMy WebLinkAboutAgenda Report - May 17, 2000 E-14CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Authorize Participation in the Delta Landscape Management Outreach Partnership Program ($4,617) MEETING DATE: May 17, 2000 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the City to provide matching funds for, and participate in, the Delta Landscape Management Outreach Partnership program. BACKGROUND INFORMATION: San Joaquin County has been successful in obtaining grant funds through the California Integrated Waste Management Board (CIWMB) Composting Unit to establish a landscape management outreach program. The general purposes of the program are to diminish green waste generation and disposal in local wastesheds, assist local jurisdictions' efforts to comply with mandated diversion requirements, and promote the use of recycled organic products in urban landscapes. The CIWMB has offered $45,000 to the County with the requirement that San Joaquin County jurisdictions provide $45,000 in matching funds. Based on the 1999 population figures, Lodi's share of the matching funds is $4,617. The partnership will focus on developing, promoting and demonstrating the use of on-site landscape management and organics procurement practices, green waste management policies and water/waste efficient landscapes. San Joaquin County Solid Waste Division will be the lead agency. All jurisdictions within the County are planning to participate. The partnership manager (San Joaquin County) will recruit and organize the Delta Landscape Outreach Coordinating Committee. Public agencies with storm water management and water conservation programs will be included in the outreach program as well as landscape management education organizations, private sector residential and commercial property managers, and landscape industry professional and trade organizations. The CIWMB selects regions to establish regional partnerships where local jurisdictions have the most to gain in meeting their mandated diversion requirements. The Board's surveys have shown that the majority of green waste coming from California urban landscapes is generated by the professional landscape industry. Even with the green waste curbside collection program for homeowners, a significant volume of yard trimmings is still flowing into landfills. This program will educate participants not only on ways to recycle and reuse green waste, but also on using water -efficient landscaping. It will also promote the use of landscape trimmings on-site. By participating in this program, the City will demonstrate its good -faith effort in reaching the 50% diversion goal. It will also help educate those participating in this program about water conservation measures and the requirements of the NDPES storm drain requirements that will effect all agencies within the next few years. Prima, Jr. Public Works Director Prepared by Sharon Blaufus, Management Analyst RCP/SB/ Attachment cc: City Attorney APPROVED: �� Z,_/ZJ H. bixon Flynn Cit Manager CDELTALANDSCAPE 05/09/00 RESOLUTION NO. 2000-81 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY OF LODI TO PARTICIPATE IN AND PROVIDE MATCHING FUNDS FOR THE DELTA LANDSCAPE MANAGEMENT OUTREACH PARTNERSHIP WHEREAS, the California Integrated Waste Management Board has identified the San Joaquin County area as a region to establish a Landscape Management Outreach Program in order to diminish green waste generation and disposal in local watersheds, assist local jurisdictions' efforts to comply with mandated diversion requirements and promote the use of recycled organic products in urban landscapes; and WHEREAS, the City of Lodi will join in partnership with the California Integrated Waste Management Board, and various cities and regional agencies within San Joaquin County to form the Delta Landscape Management Outreach Partnership to plan, sponsor, and organize a series of outreach activities directed at selected segments of the professional landscape industry; and WHEREAS, the California Integrated Waste Management Board has allocated up to $45,000 to assist in developing this regional partnership with local jurisdictions, other public agencies and private partners in the San Joaquin County area; and WHEREAS, the California Integrated Waste Management Board requires participating local jurisdictions in the Delta Landscape Management Outreach Partnership to make resource commitments to help underwrite Partnership expenses with matching funds or cash valued in-kind service contributions. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby authorize the City of Lodi to participate in the Delta Landscape Management Outreach Program and to expend $4,617.00 from the general fund as a matching commitment to the Delta Landscape Management Outreach Partnership.
