RECOMMENDED ACTION: Set public hearing for November 7, 2018 to consider unmet transit
needs in Lodi.
BACKGROUND INFORMATION: The San Joaquin Council of Governments (SJCOG) is
responsible for administering Transportation Development Act
(TDA) funds for local agencies within San Joaquin County. TDA
funds provide a major source of public transportation funding for local agencies through two programs:
the Local Transportation Fund (LTF) and the State Transit Assistance Fund (STA). In order to receive
TDA funds, public transit agencies are required to hold "Unmet Transit Needs" public hearings to
accept testimony from citizens on transit service needs that may be reasonable to meet within their
jurisdiction (TDA Section 99401.5).
Unmet Transit needs are defined as transportation services not currently provided to those residents
who are likely to use public transportation on a regular basis. SJCOG's Social Services Transportation
Committee will evaluate the comments received based on a reasonableness test of six criteria. The
criteria include community acceptance, equity, potential ridership, cost effectiveness, operational
feasibility, and funding. If SJCOG finds that a transit need is reasonable to meet, LTF funds must be
allocated to implement the unmet need before those funds can be applied to projects such as streets
and roadway improvements and repairs.
SJCOG will incorporate all findings from the Unmet Transit Needs process into a draft Transit Needs
Assessment report which will undergo further review and revision before adoption by the SJCOG
Board of Directors. The Board must adopt the final report and findings before allocating TDA funds to
claimants.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on Wednesday, November 7, 2018, at the hour of 7:00 p.m., or as
soon thereafter as the matter may be heard, the City Council will conduct a public hearing at the
Carnegie Forum, 305 West Pine Street, Lodi, for the following matter:
a) Public testimony for the Unmet Transit Needs process.
The California State Transportation Development Act (TDA) requires the San Joaquin Council of
Governments (SJCOG) to conduct an annual Unmet Transit Needs Process for all jurisdictions in San
Joaquin County. City of Lodi, as a public transit provider, is required to hold this hearing to provide the
public an opportunity to comment on transit issues that focus on potential service in areas where fixed
route transit service does not exist.
All public testimony will be forwarded to SJCOG in order to make a determination whether there are
"unmet transit needs that are reasonable to meet" in the jurisdictions throughout the county.
Any person wishing to present testimony related to Unmet Transit Needs may appear at the public
hearing or may submit written comments anytime throughout the year to Rob Cunningham at
San Joaquin Council of Governments by phone or e-mail at (209) 235-0389 or cunninghamasicoq.orq
or through the City's website at www.Iodi.gov\transit
Information regarding this item may be obtained in the Public Works Department, 221 West Pine
Street, Lodi, (209) 333-6706. All interested persons are invited to present their views and comments on
this matter. Written statements may be filed with the City Clerk, City Hall, 221 West Pine Street, 2nd
Floor, Lodi, 95240, at any time prior to the hearing scheduled herein, and oral statements may be
made at said hearing.
If you challenge the subject matter in court, you may be limited to raising only those issues you or
someone else raised at the public hearing described in this notice or in written correspondence
delivered to the City Clerk, 221 West Pine Street, at or prior to the close of the public hearing.
