HomeMy WebLinkAboutAgenda Report - October 3, 2018 C-04TM CITY OF LODI COUNCIL COMMUNICATION AGENDA ITEM C '/1- AGENDA TITLE: Adopt Resolution Accepting Villa Fiore (Van Ruiten Ranch) Subdivision, Unit No, 1, Tract No. 3919, Public Improvements, Amending Traffic Resolution No. 97-148 by Approving Multi -Way Stop Control at Century Boulevard and Westgate Drive, Two -Way Stop Control on Van Ruiten Drive at Century Boulevard, Yield Control on Carnation Way at Blossom Drive, and Yield Control on Daffodil Drive at Primrose Drive, Further Approving Through Street on Van Ruiten Drive, and Appropriating Funds ($682,201) MEETING DATE: October 3, 2018 PREPARED BY: Public Works Director RECOMMENDED ACTION: Adopt resolution accepting Villa Fiore (Van Ruiten Ranch) Subdivision, Unit No. 1, Tract No. 3919, Public Improvements, amending Traffic Resolution No. 97-148 by approving multi -way stop control at Century Boulevard and Westgate Drive, two-way stop control on Van Ruiten Drive at Century Boulevard, yield control on Carnation Way at Blossom Drive, and yield control on Daffodil Drive at Primrose Drive, further approving through street on Van Ruiten Drive, and appropriating funds in the amount of $682,201. BACKGROUND INFORMATION: Villa Fiore Subdivision, Unit No. 1, is the first phase of the multi- phase residential development located west of Lower Sacramento Road, and south of the recently completed Lodi Shopping Center, as shown on Exhibit A. Unit No. 1 consists of 130 single-family, residential lots. The project includes the installation of all interior subdivision public improvements and full street improvements on Century Boulevard from Lower Sacramento Road to its westerly boundary, and Westgate Drive from Lodi Shopping Center to Century Boulevard. Photos of the completed work are shown in Exhibit B. The streets to be accepted are as follows: Streets Length in Miles Westgate Drive 0.21 Century Boulevard 0.51 Van Ruiten Drive 0.17 Interior Streets 0.95 Total New Miles of City Streets 1.84 The Villa Fiore neighborhood park, which is part of the subdivision public improvements, will be completed under a separate improvement agreement, approved by the City Council on January 17, 2018. The park is expected to be completed by September 1, 2019. Because the pipelines were badly corroded and in need of replacement and they serve the majority of the City, the City agreed to fund the pipeline material cost (excluding installation) for both pipelines as development evolved in this area. The pipe material reimbursement requires an appropriation from the Wastewater Fund, in the amount of $682,201. The final amount due to the developer is $682,200.15. The developer also posted security in the amount of $51,883 to guarantee the masonry block wall is completed to its originally designed height around the model home sites. The wall was intentionally constructed lower than the designed height to allow better exposure of the model homes on Century Boulevard and Westgate Drive. The developer will be required to complete the block wall to its designed height within five years, or before the model homes are sold. Staff recommends accepting Villa Fiore (Van Ruiten Ranch) Subdivision, Unit No. 1, Tract No. 3919, Public Improvements. Staff also recommends amending Traffic Resolution No. 97-148 by approving multi -way stop control at Century Boulevard and Westgate Drive, two-way stop control on Van Ruiten Drive at Century Boulevard, yield control on Carnation Way at Blossom Drive, and yield control on Daffodil Drive at Primrose Drive, further approving through street on Van Ruiten Drive. FISCAL IMPACT: There will be an increase in long-term maintenance costs for public infrastructure and City services, such as police, fire, and parks. This cost will be partially offset by proceeds from the Community Facilities District No. 2007-1. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby accept Villa Fiore (Van Ruiten Ranch) Subdivision, Unit No. 1, Tract No. 3919, Public Improvements; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby amend Traffic Resolution No. 97-148 by approving multi -way stop control at Century Boulevard and Westgate Drive, two-way stop control on Van Ruiten Drive at Century Boulevard, yield control on Carnation Way at Blossom Drive, yield control on Daffodil Drive at Primrose Drive, and through street on Van Ruiten Drive; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize an appropriation in the amount of $682,201, as set forth above.
