RECOMMENDED ACTION: Adopt a resolution accepting and attesting to the veracity of the
2017 Lodi Electric Utility Power Source Disclosure and Power
Content Label reports and authorizing the Electric Utility Director to
submit the required reports to the California Energy Commission.
BACKGROUND INFORMATION: Lodi Electric Utility (LEU) is required to annually disclose the
sources of electricity it sells to consumers using reporting formats
provided by the California Energy Commission (CEC).
Per Assembly Bill 162 and Senate Bill 1305, LEU is required to first submit a Power Source Disclosure
(PSD) to the CEC detailing its actual resource mix for the reporting year as illustrated in Exhibit A. The
CEC then compiles power resource information from all load serving entities to issue a resource mix for
all of California. LEU is then required to provide a Power Content Label (PCL) to its customers and the
CEC showing the percentage breakdown by resource type as illustrated in Exhibit B. Generation data for
both reports is compiled by the Northern California Power Agency (NCPA) and reviewed for accuracy by
LEU staff.
All reporting activities must be completed by October 1, 2018 including notification to LEU's customers.
Customer notification will be done via bill messaging, LEU's website, social media, and postings at
various City site locations including LEU, City Hall, Carnegie Forum, and the Library.
More than 30 percent of LEU's electric supply mix for 2017 was sourced from Renewables Portfolio
Standard (RPS) eligible resources. LEU continues to exceed current RPS requirements and is on track to
meet its compliance targets through 2021. The planned addition of the NCPA Solar Project 1 will extend
LEU's compliance through 2023. Diversification of power resources and investment in renewables to fix
costs and mitigate future energy market price risk supports the LEU Strategic Plan goal of maintaining a
cost-effective power portfolio.
On July 24, 2018, the Risk Oversight Committee received a report and recommended acceptance and
attestation to the veracity of the 2017 LEU PSD and PCL, attached as Exhibits A and B respectively.

RESOLUTION NO. 2018-181
A RESOLUTION OF THE LODI CITY COUNCIL ACCEPTING AND ATTESTING
TO THE VERACITY OF THE 2017 LODI ELECTRIC UTILITY POWER SOURCE
DISCLOSURE AND POWER CONTENT LABEL REPORTS AND
AUTHORIZING THE ELECTRIC UTILITY DIRECTOR TO SUBMIT THE
REQUIRED REPORTS TO THE CALIFORNIA ENERGY COMMISSION
WHEREAS, per Assembly Bill 162 and Senate Bill 1305, Lodi Electric Utility (LEU) is
required to annually disclose the sources of electricity it sells to consumers using reporting
formats provided by the California Energy Commission (CEC); and
WHEREAS, Section 1394(b)(2) of the CEC's Power Source Disclosure Program
Regulations allows a retail supplier that is a public agency providing electric service to attest to
the veracity of the annual disclosure; and
WHEREAS, as part of that disclosure, LEU is required to first submit a Power Source
Disclosure (PSD) to the CEC detailing its actual resource mix for the reporting year; and
WHEREAS, the CEC then compiles power resource information from all load serving
entities to issue a resource mix for all of California; and
WHEREAS, LEU is then required to provide a Power Content Label (PCL) to its
customers and the CEC showing the percentage breakdown by resource type; and
WHEREAS, generation data for both reports is compiled by Northern California Power

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby accept
and attest to the veracity of the 2017 Lodi Electric Utility Power Source Disclosure and Power
Content Label Reports; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
Electric Utility Director to submit the required reports to the California Energy Commission.
