Joaquin Valley Air Pollution Control District to Purchase Two Electric -Powered
Utility Vehicles, Implement New Vehicle Project and Appropriate Funds ($40,000)

RECOMMENDED ACTION:
Adopt a resolution authorizing the City Manager to submit grant
application to the San Joaquin Valley Air Pollution Control District to
purchase two electric -powered utility vehicles and implement new
vehicle project and appropriate funds in the amount of $40,000.
BACKGROUND INFORMATION: The San Joaquin Valley Air Pollution Control District provides a
grant program for government agencies to replace petroleum fuel -
based vehicles with electric vehicles. The District provides grants,
on a reimbursement basis, for up to $20,000 per vehicle with an annual agency maximum of $100,000,
through its New Alternative Fuel Vehicle Purchase program.
PRCS has a fleet of 16 utility vehicles (another two are inoperable) manufactured by companies such as
Cushman, Jacobsen, Kubota and Toro. These vehicles are the workhorses of the Parks Division for
carrying employees, tools and materials onto park sites. Their low weight makes them suitable for driving
on turfed areas as they typically do not damage turf or sprinklers. One is an electric vehicle that is
occasionally used at the Grape Bowl, but it has not been used beyond that location.
Five of the utility vehicles are at least 17 years old, with one 20 years old. It is increasingly difficult to
obtain parts for the older vehicles.
Electric utility vehicles such as the one shown in the attachment typically cost between $14,000 and
$15,500, plus tax and license fees. Similar gasoline -powered typically cost about $25,000. If the
application is successful, PRCS will likely place one of the vehicles at Lodi Lake Park and the other at
Hutchins Street Square, where they can be parked indoors. Hutchins Street Square also has an electric
vehicle charging station in the south parking lot. The cost of installing additional charging equipment at
Lodi Lake Park would eventually be offset by the savings in fuel and maintenance for the all -electric
vehicle.
On Sept. 4, 2018, the Parks and Recreation Commission voted unanimously to recommend the City
Council approve an application for up to five grant -funded electric vehicles. Staff will consider additional
vehicles in the near future.

Staff requests the City Council approve the grant application to purchase two electric -powered utility
vehicles for PRCS, and appropriate the maximum funding of $40,000 available under the grant. If the
grant application is successful, the actual amount spent will reflect the final vehicle cost.
FISCAL IMPACT:
If successful, obtaining these vehicles with grant funding reduces the
financial burden on PRCS. The vehicles also require less maintenance and
fuel compared to gasoline -powered vehicles.
FUNDING AVAILABLE: Advance funds available in the PRCS Vehicle Replacement Fund (207).
Those funds will only be expended upon notice of grant award, with
reimbursement from the San Joaquin Valley Air Pollution Control District.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO SUBMIT THE NEW ALTERNATIVE FUEL VEHICLE
PURCHASE GRANT APPLICATION TO THE SAN JOAQUIN VALLEY AIR
POLLUTION CONTROL DISTRICT AND TO IMPLEMENT THE NEW VEHICLE
PROJECT; AND FURTHER APPROPRIATING FUNDS
WHEREAS, the San Joaquin Valley Air Pollution Control District (SJVAPCD) provides a
grant program for government agencies to replace petroleum fuel -based vehicles with electric
vehicles and provides grants, on a reimbursement basis, for up to $20,000 per vehicle with an
annual agency maximum of $100,000, through its New Alternative Fuel Vehicle Purchase
program; and
WHEREAS, the City of Lodi Parks, Recreation and Cultural Services Department's
Parks Division has a fleet of 16 gasoline -powered utility vehicles, which are the workhorses of
the Parks Division for carrying employees, tools, and materials onto park sites, and desires to
replace a number of these vehicles with electric -powered versions; and
WHEREAS, the utility vehicles are used exclusively within the city limits of the City of
Lodi, which is within the San Joaquin Valley Air Pollution Control District boundaries, and any
vehicles purchased with grant funds through the New Alternative Fuel Vehicle Purchase will be
new OEM electric, plug-in hybrid or alternative fuel vehicles eligible for this program; and
WHEREAS, appropriate charging infrastructure for the new vehicles is readily available
or can be installed with existing appropriated funding; and
WHEREAS, any funding received, including funding from other sources, combined with
this grant will not exceed the full cost of the new vehicles; and
WHEREAS, the Lodi Parks and Recreation Commission voted unanimously to
recommend the City Council approve an application for up to five grant -funded electric vehicles;
and
WHEREAS, the City of Lodi will not purchase or take delivery of the new vehicles until
receiving an executed contract with the SJVAPCD; and
WHEREAS, staff recommends City Council authorize the City Manager to submit a
grant application to San Joaquin Valley Air Pollution Control District and to implement the new
vehicle project, as well as appropriate funds in the amount of $40,000 from the Parks,
Recreation and Cultural Services vehicle replacement fund (207).
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to submit a grant application to San Joaquin Valley Air Pollution
Control District to purchase two electric -powered utility vehicles and to implement the new
vehicle project; and
BE IT FURTHER RESOLVED that funds in the amount of $40,000 be appropriated as
set forth above, contingent upon receiving an executed contract with SJVAPCD.
