RECOMMENDED ACTION: Adopt resolution ratifying the execution of the U.S. Department of
Justice 2018 Edward Byrne Memorial Justice Assistance Grant
application; authorize City Manager to execute funding agreement
for the purchase of safety equipment, following award of grant; and
appropriating funds in the 2018/19 budget in the amount of $25,369.
BACKGROUND INFORMATION: The Edward Byrne Memorial Justice Assistance Grant (JAG)
Program provides funding for states and local governments to
support a broad range of activities and equipment to prevent and
control crime and improve the criminal justice system. JAG funds are allocated based on a community's
population and crime statistics, in combination with a minimum allocation to ensure that each state and
county receives an appropriate share.
This year, the department received an allocation of $25,369. The grant funds will go towards the cost to
procure a stationary license plate reader system to be placed at a preapproved location within the City of
Lodi.
FISCAL IMPACT:
Appropriate funds from grant award of $25,369. Acceptance of this grant
funding will assist the department in purchasing a license plate reader
system without impacting General Fund revenues.

RESOLUTION NO. 2018-173
A RESOLUTION OF THE LODI CITY COUNCIL RATIFYING THE
EXECUTION OF THE U.S. DEPARTMENT OF JUSTICE 2018
EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT
APPLICATION; AUTHORIZING THE CITY MANAGER TO EXECUTE
THE FUNDING AGREEMENT FOR THE PURCHASE OF SAFETY
EQUIPMENT; AND FURTHER APPROPRIATING FUNDS
WHEREAS, the Lodi Police Department submitted a proposal for the 2018 Edward
Byrne Memorial Assistance Grant through the Bureau of Justice Assistance on
August 29, 2018; and
WHEREAS, the Lodi Police Department was allocated funding from the Department of
Justice, Office of Justice Programs, Bureau of Justice Assistance in the amount of $25,369.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby ratify
execution of the U.S. Department of Justice 2018 Edward Byrne Memorial Justice Assistance
Grant application; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby accept the grant
funds in the amount of $25,369 from the Department of Justice, Office of Justice Programs,
Bureau of Justice Assistance to procure a stationary license plate reader system; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to execute the agreement and any necessary forms with the Department of
Justice for the acceptance of this grant; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby approve
appropriating funds in the amount of $25,369 for the Fiscal Year 2018/19 budget in accounts
21600000.56401 (revenue) and 21699000.77020 (expense).
