RECOMMENDED ACTION: Accept improvements under contract for Central Plume — Mid Plume
PCE/TCE Groundwater Treatment Project.
BACKGROUND INFORMATION: This project was awarded to Water Rock Construction Corporation, of
Alameda, on February 17, 2016, in the amount of $445,000. The
contract has been completed in substantial conformance with the plans
and specifications approved by City Council on January 21, 2016.
The Central Plume is one of four areas within the City contaminated with tetrachloroethene (PCE) and/or
trichloroethylene (TCE). The chemicals were prominently used in the dry cleaning and printing industries.
The City negotiated settlements with various parties and initiated a remediation program under direction of
the State of California. This project, located at the northwest corner of Church Street and Tokay Street, is
part of the remediation program.
The project is intended to capture and contain the southerly plume migration, and consists of a groundwater
extraction well, granular activated carbon (GAC) treatment unit, a metal enclosure, electrical and site work,
and other incidental and related work, all as shown on the plans and specifications for the project. The
Central Regional Water Quality Control Board reviewed and approved the work plan and construction
documents.
This project was originally scheduled to be completed in 2017 but was delayed when it was determined the
initial extraction well did not produce the appropriate amount of water for treatment. The well was deemed
unusable and a new work plan had to be developed to locate a new extraction well. The work plan for the
second extraction well was finalized in September 2017 and the well was completed in March of 2018. The
contractor finished the remaining site improvements and completed the project startup in July of 2018. The
final cost of the project is $629,067.29. The difference between the original contract amount and final
contract amount is largely due to change orders to destruct the first extraction well and to drill the second
extraction well. Photos of the completed work are shown in Exhibit A.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that
the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold
payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT:
There will be minor, ongoing operations costs associated with the
maintenance and operation of this facility. The ongoing operation and
maintenance costs will be paid for by the Central Plume Settlement funds.
