BACKGROUND INFORMATION: The Public Works Department oversees the operation and maintenance of over 50 traffic signals throughout the City. Each traffic signal requires a traffic control cabinet, which houses all the components necessary to safely operate a signalized traffic intersection. The primary components within the cabinet include computers and electronics that control the function of each signal. The cabinet exteriors are constructed of aluminum and are designed specifically to protect the internal equipment against the elements, such as wind and rain and high internal temperatures. Maintaining the proper inventory of traffic control equipment is considered a high priority of Streets Division. Currently, there are two intersections in need of cabinet replacement. The cabinet for the signal at Lodi Avenue and Lower Sacramento Road was damaged due to a vehicle collision. The components within the cabinet are currently functional; however, the cabinet is severely damaged and requires replacement. In addition, the cabinet for the signal at the intersection of Stockton Street and Harney Lane is the next cabinet scheduled to be upgraded as part of our ongoing replacement plan. The third cabinet will remain in inventory. Per Lodi Municipal Code Section 3.20.070, bidding shall be dispenses with when the commodity can be obtained from only one vendor (Exhibit A). Staff recommends approving purchase of three traffic control cabinets with controllers, from sole source Econolite Systems, Inc., of Anaheim, in the amount of $38,552. FISCAL IMPACT: If the traffic control equipment is not properly maintained the intersection may not operate appropriately. This project does not impact the General Fund.
