BACKGROUND INFORMATION: Leica Geosystems Inc. is the sole distributor of Leica Geosystems surveying grade products in the Northern California region and has provided the City with excellent customer service and support on the City's existing surveying equipment for over 20 years. This request is to fund the replacement of the City's 13 -year-old survey instrument with a Leica TS16 Total Station instrument, with global positioning satellite (GPS) capabilities. The equipment replacement is necessary because the City's current equipment (Leica 1200 Series) is becoming less reliable and is no longer supported by the manufacturer (i.e. software and firmware updates, replacement parts, technical support, etc.). Staff conducted a thorough research of available total station survey instruments from Leica and Trimble, both with sub -centimeter GPS capabilities. In addition, field trials were conducted for both systems. The Leica TS16 Series equipment was selected for the following reasons: 1) performance reliability in a variety of field conditions 2) user-friendly data collection and transfer to/from office 3) proven superior post -purchase technical support, since the equipment currently in use by City surveyors is also made by Leica. The new equipment will provide improved data collection speed and accuracy, more intuitive data collection software, and expandability with built-in apps. FISCAL IMPACT: Annual costs of $5,000 are required to cover software upgrades, technical training/support services, data modem, and base station subscription, and will be included in future operating budgets. A portion of the equipment costs ($21,372) will be funded by the General Fund. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby waive the bid process and approve the purchase of Total Station surveying equipment with global positioning satellite capability, from the sole -source vendor, Leica Geosystems, Inc., of Norcross, Georgia, in the amount of $85,482.
