HomeMy WebLinkAboutAgenda Report - September 19, 2018 C-08TM CITY OF LODI COUNCIL COMMUNICATION AGENDA ITEM C IP% AGENDA TITLE: Adopt Resolution Authorizing City Manager to Waive the Bid Process, Utilizing NJPA Contract No. 10186 -MAI, and Approving Purchase of One, High -Capacity, All -Wheel Drive, Manitou MSI 25 Vertical Mast Forklift from Holt of California, of Sacramento ($52,028) MEETING DATE: September 19, 2018 PREPARED BY: Public Works Director RECOMMENDED ACTION: Adopt resolution authorizing City Manager to waive the bid process, utilizing NJPA Contract No. 10186 -MAI, and approving purchase of one, high-capacity, all -wheel drive, Manitou MSI 25 Vertical Mast Forklift from Holt of California, of Sacramento, in the amount of $52,028. BACKGROUND INFORMATION: White Slough Water Pollution Control Facility (WSWPCF) needs to replace Vehicle No. 04-113, a 2002 Mitsubishi Forklift, which has exceeded its useful life (Exhibit A). Vehicle No. 04-113 was purchased used in 2010 from Valley Forklift for $12,807. Preventative maintenance costs are approximately $1,148 and repair costs to date are $19,034. The current forklift is 16 years old, no longer meets the needs of the department, and is being replaced with a forklift using a clean burning diesel engine. Replacing the current forklift will assist the City in complying with new California Air Resources Board (CARB) emissions standards. The proposed replacement forklift has a larger lifting capacity, is CARB compliant, and is able to access unpaved areas of WSWPCF to facilitate maintenance of infrastructure that is located in remote areas of the treatment facility, eliminating the need to rent specialized equipment for this purpose. Staff has spent a considerable amount of time researching forklifts to find one best suited to meet the needs of WSWPCF. The existing forklift will be dispensed in accordance with City policy. Per Lodi Municipal Code Section 3.20.045, State and Local Agency Contracts, the bidding process may be waived when it is advantageous for the City, with appropriate approval by City Manager and City Council, to use contracts that have been awarded by other California public agencies, provided that their award was in compliance with their formally -adopted bidding or negotiation procedures. Staff recommends authorizing City Manager to waive the bid process, utilizing NJPA Contract No. 10186 - MAI, and approving purchase of one Manitou MSI 25 Vertical Mast Forklift from Holt of California, of Sacramento, in the amount of $52,028. FISCAL IMPACT: Replacement of Vehicle No. 04-113 meets regulatory requirements, saves repair costs, and increases productivity. This project will not impact the General Fund. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby waive the bid process and approve the purchase of one high-capacity all -wheel drive Manitou MSI 25 Vertical Mast Forklift from Holt of California, of Sacramento, in the amount of $52,028, utilizing NJPA Contract No. 10186 -MAI.
