RECOMMENDED ACTION Presentation of Van Go! Service by San Joaquin Regional Transit
District.
BACKGROUND INFORMATION: On May 1, San Joaquin Regional Transit District (RTD) presented
information at the City Council Shirtsleeve session on the transit
services and programs that would be offered through the formation
of a Consolidated Transportation Services Agency (CTSA). A CTSA was developed through a
cooperative effort of transit operators in San Joaquin County and RTD to improve the quality of
transportation services while achieving cost savings, more efficient use of transit resources, and reduced
duplicative transportation services.
The formation of a CTSA was approved by the San Joaquin Council of Governments (SJCOG) on May
24, 2018, and became effective July 1, 2018. Each transit operator, along with representatives of RTD,
have been working together to prepare and coordinate marketing materials and discuss logistics and
planning issues in order to provide a seamless launch of the transit services October 1, 2018. This will
include the mobility on -demand service, known as Van Go! The primary objective of Van Go! is to
provide service in areas of the County that are currently underserved, which includes the unincorporated
areas surrounding Lodi.
Van Go! is an Uber-like service, utilizing Americans with Disabilities -accessible vehicles and operated by
professionally trained and licensed operators. Van Go! offers a multi -modal approach to increase
mobility and connectivity by integrating tools like a smart phone app, ride sharing, and demand
responsive service.
In an effort to ensure Van Go! is well received by the public and that there are enough vehicles to support
the demand, RTD will introduce Van Go! in phases. The first phase will provide service in the northern
part of the County, which includes Thornton, Lockeford, Victor, Acampo, Woodbridge, Clements, Linden,
and parts of Stockton. The second phase will include the Tracy and Mountain House area and the third
phase opens up the service countywide.
FISCAL IMPACT:
The Van Go! service is one of the services provided through the CTSA,
which is funded through a two percent allocation from Lodi's Fiscal Year
2018/19 TDA apportionment. The City of Lodi contribution from TDA
apportionment is $47,441.
