BACKGROUND INFORMATION: The Pacific Gas and Electric Company (PG&E) has prepared a presentation to update Lodi's City Council on the status of its 230 kV transmission project, previously called the Northern San Joaquin Power Connect. This project will solve multiple transmission system reliability and overload issues as identified by the California Independent System Operator (ISO) for the northern San Joaquin County 230 kV grid. In addition, it provides an opportunity for the City of Lodi's Electric Utility (LEU) to improve electric service for its existing customers in terms of reliability and power quality, as well as increasing LEU's capacity to serve future new developments. The project was approved by the ISO's Board of Directors during its 2012-2013 Transmission Planning Process (TPP). In the ISO's 2016-2017 TPP the Board placed this project on hold for further review. After the additional review, the ISO Board approved a revised project in its 2017-2018 TPP. City staff has continued to be engaged with PG&E and the ISO to ensure the future of this project for LEU's grid intertie will meet the energy needs of the community. PG&E will provide the City Council with an update on the project. FISCAL IMPACT: Not applicable. FUNDING AVAILABLE: Not applicable. EAK/nb Elizabe h A.'Kirk ey Electric Utility Director APPROVED: Stephen Schwab , City Manager Northern San Joaquin 230 kV Transmission Project r& Together, Building a Better California Curre t Situation • PG&E serves customers in northern San Joaquin County. • Increased electric reliability and capacity are needed to meet current and future energy needs for the growing area. %I Northern San Joaquin Power Connect Original Project F pope • The original project scope was approved by the California Independent System Operator (CAISO) in its 2012-2013 Transmission Plan. • It included building two new 230 kV high-capacity electric transmission lines to connect PG&E's existing Lockeford and Eight Mile substations with Lodi Electric Utility's existing Industrial Substation, as well as upgrades to the substations. • However, CAISO reassessed the scope of this and several other projects across the state in early 2017. A revised scope was approved in March 2018. How i e revised scope different? • The revised scope no longer includes a new double -circuit 230 kV electric transmission line from Lodi Electric Utility's Industrial Substation to PG&E's Eight Mile Substation. • It now includes connecting PG&E's existing Brighton-Bellota 230 kV electric transmission line into PG&E's Lockeford Substation and building a new 230 kV double circuit electric transmission line from PG&E's Lockeford Substation to a new 230 kV switching station on Thurman Street in Lodi.
