BACKGROUND INFORMATION:
Public hearing to consider adopting a resolution amending the
Community Development Block Grant (CDBG) 2018-19
Annual Action Pian to accommodate the reallocation of
unused CDBG funds.
A public hearing is required for a substantial amendment to
an action plan. The requirements are outlined in the Lodi
Citizen Participation Plan, which follows U.S. Department of
Housing and Urban Development requirements.
The 2018-19 Annual Action Plan describes the activities and funding amounts for projects
occurring during that year. Certain reallocations of CDBG funds from one project or activity to
another require a formal public review and public hearing process, called a substantial
amendment.
This amendment proposes to reallocate approximately $289,000 of unused project funds to
existing capital improvement projects. This reallocation of funds allows the City to stay current on
its Annual Action Plan goals, including timely expenditure requirements (e.g., spending down funds
within the action plan year) and meeting performance objectives.
Funds will be reallocated as follows from projects with unused funds. The Lawrence Avenue
Accessibility Parking (16.12) project has been completed and has leftover funds. The Alley
Improvement (17.02) project is near completion and will have leftover funds. Additionally, the City
is making an effort to improve performance and timely expenditures of its grant funds by
reallocating funds from projects that have stalled, become infeasible, or are not ready for funding.
The First Time Homebuyer (16.05) project took time to set up and due to rising home costs and
strict income limits would likely not have enough eligible applicants to meet expenditure goals. The
Grace and Mercy ADA Improvements (17.04) project had capacity challenges that delayed the
project beyond the expenditure deadlines. Lastly, a project can be cancelled due to reasons
beyond the City's control. Owners of the One -Eighty Teen Center Improvements (17.06) project
decided to opt out of using CDBG funds in favor of using private funds, because private funds
would have fewer, if any, reporting and oversight requirements.
The City considered reallocation of these unused funds to three ongoing projects in need, all of
which are anticipated to spend the funds within the first half of this program year and prior to
HUD's timeliness deadlines. The following projects will receive additional funding to facilitate

completion on schedule. The Lodi House HVAC Replacement (17.11) project received higher -
dollar bids than anticipated, and added CDBG funds would cover these costs. The Lodi House
Enrichment Center Reroof (17.12) project has received estimated bids that exceed the anticipated
costs of the project. Newly added funds would help cover these total costs. The Blakely Park Swim
Complex (17.03) project scope of work increased when staff discovered that specific accessibility
improvements would be required; moreover, the City also received higher -dollar bids than
anticipated for these construction costs. Additional CDBG funds would be needed to cover the
correct costs of this project now.

When reallocating funds, the City must also analyze the change in the type and number of
residents served from the new projects. The First -Time Homebuyer (16.05) project was projected
to serve up to six households and providing new access to affordable housing. This project is
infeasible in current market. The Grace and Mercy ADA Improvements (17.04) project was
projected to serve 500 low -to -moderate income persons for new access. The loss of funds to this
project will result in no new access, but will not cause a loss of access for beneficiaries. The One -
Eighty Teen Center Improvements (17.06) project was projected to serve 1,666 low -to -moderate
income individuals within the CDBG Target Area census tracts 45.02, 42.05, and 44.03. The loss
of funds to this project will result in no new access, but will not cause a Toss of access for
beneficiaries.
The Lodi House HVAC Replacement (17.11) is projected to serve three low-income families
experiencing homelessness or at -risk. The Lodi House Enrichment Center Reroof (17.12) is
projected to serve two low-income families. Blakely Park Swim Complex (17.03) project was
projected to serve 1,667 low -to -moderate income individuals within the CDBG Target Area census
tracts. The additional funds in these projects will improve access and long-term sustainability of
these facilities.
The public review and comment period for this Action Plan amendment begins on July 16, 2018,
and ends on August 15, 2018.
FISCAL IMPACT:
The 2018-19 Annual Action Plan amendment documents are being
completed as an administrative activity that is funded through the
City's CDBG administrative allocation from U.S. Department of
Housing and Urban Development.

The reallocated funds are not new CDBG funds. They were originally
estimated to be spent down during the 2016-17 and 2017-18 fiscal
years; however, in anticipation of there being unused funds, staff
included an extra amount of expenditures in the 2018-19 fiscal year
budget. Thus, these reallocated funds are part of the 2018-19 fiscal

I. INTRODUCTION
The 2018-19 Action Plan is a one-year plan to address housing and community development
needs in Lodi, with a particular focus on the needs of low-income households. This is the fifth
year of the implementation of the five-year Consolidated Plan. Both the Consolidated Plan and
the Action Plan are implemented by the Neighborhood Services Division in the City of Lodi
Community Development Department.
The 2018-19 Annual Action Plan was adopted by the City Council on May 2, 2018, and
approved by the US Department of Housing and Urban Development (HUD) in July 2018. The
Action Plan may be amended. This amendment is prepared pursuant to the City's Citizen
Participation Plan as approved by HUD.
In this amendment, we are looking to reallocate funds to existing projects from cancelled
projects or left over from completed projects. The City is working to streamline project
management, and part of that process includes identifying projects that are not ready for
funding or not a good fit for a Community Development Block Grant (CDBG). For the First -
Time Homebuyer project, the City has had difficulty finding suitable applicants within an ideal
funding timeline. For the Grace and Mercy project, the subrecipient was unable to perform the
project objectives within the funding time frame. In some instances, however, projects are
cancelled by the subrecipients themselves or for reasons beyond the City's control. For the One -
Eighty Teen Center project, the subrecipient decided to use private funds for the rehabilitation
of its facility instead of CDBG funds because private funds had fewer reporting and monitoring
requirements.

The Action Plan amendment is available for public review during a 30 -day public comment
period from July 16 to August 15, 2018. A public hearing 011 the amendment will be held on
August 15, 2018, at the Lodi City Council meeting.

III. ACTIVITY CHANGES
The City has identified three existing projects to which it will commit these reallocated CDBG
funds: 17.11, Lodi House HVAC Replacement; 17.12, Lodi House Enrichment Center Reroof;
and 17.03, Blakely Park Swim Complex. In order to commit this funding to these existing
activities, the City must amend the 2018-19 Annual Action Plan. A description of the activity
and proposed funding reallocation follows.
PUBLIC FACILITIES
17.11 Lodi House HVAC Replacement
Lodi House
Project consists of installation of a new HVAC unit and duct -work replacement for the Lodi
House shelter at 801 S. Washington Street. Bids received came in higher than anticipated for the
subrecipient. This amendment will add additional funds that would cover the entire cost of the
project.

home of the Boys and Girls Club. Bids received came in higher than anticipated for the City,
and construction costs rose due to increased engineering for accessibility improvements that
were not previously identified. This amendment will add additional funds that would cover the

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING AN AMENDMENT OF
THE 2018-19 ANNUAL ACTION PLAN TO ACCOMMODATE THE REALLOCATION
OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
WHEREAS, the Department of Housing and Urban Development (HUD) has determined
that the City of Lodi, California, is entitled to Community Development Block Grant (CDBG) as
an entitlement community; and
WHEREAS, the 2018-19 Annual Action Plan was adopted by the City Council on
May 2, 2018 and approved by the U.S. Department of Housing and Urban Development (HUD)
in August 2018; and
WHEREAS, the City has identified the following projects that have an estimated total of
$289,000 in CDBG funding available for reallocation:

commit the reallocated funds; and
WHEREAS, the City of Lodi has held, with proper notification and at the completion of
the mandated public comment period, a public hearing at the City Council meeting of
August 15, 2018, to receive comments on the proposed Action Plan Amendment.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the amendment of the 2018-19 Annual Action Plan to accommodate the aforementioned
reallocation to the following projects:

AND PUBLIC HEARING FOR 2018-19 ANNUAL ACTION PLAN AMENDMENT
NOTICE IS HEREBY GIVEN that a 30 -day public review and comment period for the 2018-19 Annual
Action Plan Amendment will commence on July 16, 2018, and that a public hearing will be held on
Wednesday, August 15, 2018 at 7:00 p.m. or as soon thereafter as the matter may be heard, in the Lodi
City Council Chambers, 305 West Pine Street, Lodi, CA 95241 in order to consider the Community
Development Block Grant (CDBG) Program 2018/19 Annual Action Plan Amendment.
The CDBG program provides funding for activities that benefit low-income persons, eliminate slum or
blight, or serve an urgent need. Eligible activities include property acquisition, public improvements,
housing rehabilitation, economic development, and public services.
As a recipient of Community Development Block Grant (CDBG) funding, the City developed the 2018-
19 Annual Action Plan which describes how the City utilizes program funds for eligible activities during
the fiscal year. The Action Plan can be amended as needed to reallocate funds to housing and community
development activities. The City proposes to reallocate those funds among various projects. More details
of the reallocation will be provided in the public hearing staff report.
2018-19 Annual Action Plan Amendment documents will be made available to the public for at least 30
days before adoption by the City Council. The documents will be released on July 16, 2018 for public
review and comment, and will be available at City Hall and the City's Community Development website
www.lodi.gov/community_development/Neighbhorhoods/CDBG. A public hearing will be held on
August 15, 2018 for review and adoption of this 2018-19 Annual Action Plan Amendment.
The purpose of this public hearing will be to give citizens an opportunity to make their comments known
regarding reallocation of funds. If you are unable to attend the public hearing, you may direct written
comments to the City Clerk, City of Lodi, PO Box 3006, Lodi, CA 95241, or you may telephone (209)
333-6711. In addition, information is available for review at Lodi City Hall (221 West Pine Street)

AND PUBLIC HEARING FOR 2018-19 ANNUAL ACTION PLAN AMENDMENT
NOTICE IS HEREBY GIVEN that a 30 -day public review and comment period for the 2018-19 Annual
Action Plan Amendment will commence on July 16, 2018, and that a public hearing will be held on
Wednesday, August 15, 2018 at 7:00 p.m. or as soon thereafter as the matter may be heard, in the Lodi
City Council Chambers, 305 West Pine Street, Lodi, CA 95241 in order to consider the Community
Development Block Grant (CDBG) Program 2018/19 Annual Action Plan Amendment.
The CDBG program provides funding for activities that benefit low-income persons, eliminate slum or
blight, or serve an urgent need. Eligible activities include property acquisition, public improvements,
housing rehabilitation, economic development, and public services.
As a recipient of Community Development Block Grant (CDBG) funding, the City developed the 2018-
19 Annual Action Plan which describes how the City utilizes program funds for eligible activities during
the fiscal year. The Action Plan can be amended as needed to reallocate funds to housing and community
development activities. The City proposes to reallocate those funds among various projects. More details
of the reallocation will be provided in the public hearing staff report.
2018-19 Annual Action Plan Amendment documents will be made available to the public for at least 30
days before adoption by the City Council. The documents will be released on July 16, 2018 for public
review and comment, and will be available at City Hall and the City's Community Development website
www.lodi.gov/community_development/Neighbhorhoods/CDBG. A public hearing will be held on
August 15, 2018 for review and adoption of this 2018-19 Annual Action Plan Amendment.
The purpose of this public hearing will be to give citizens an opportunity to make their comments known
regarding reallocation of funds. If you are unable to attend the public hearing, you may direct written
comments to the City Clerk, City of Lodi, PO Box 3006, Lodi, CA 95241, or you may telephone (209)
333-6711. In addition, information is available for review at Lodi City Hall (221 West Pine Street)
