AGENDA TITLE: Adopt Resolution Authorizing City Manager to Execute Exchange of Federal Transit
Administration 5339 Apportionments between City of Lodi and City of Manteca
($192,771) and Exchange of Federal Transit Administration 5339 Apportionments
between City of Lodi and City of Tracy ($205,693)

RECOMMENDED ACTION: Adopt resolution authorizing City Manager to execute Exchange of
Federal Transit Administration 5339 Apportionments between City of Lodi
and City of Manteca, in the amount of $192,771, and Exchange of
Federal Transit Administration 5339 Apportionments between City of Lodi and City of Tracy, in the amount of
$205,693.
BACKGROUND INFORMATION: San Joaquin Council of Governments is requesting City of Lodi
collaborate with City of Manteca and City of Tracy to timely utilize Federal
Transit Administration (FTA) funds in an effort to support the
advancement of transportation projects. Both cities will lend FTA 5339 funds to the City of Lodi from Federal
Fiscal Year (FFY) 2014/15 to be repaid in later Fiscal Years.
City of Manteca will lend $192,771 of FTA 5339 funds, interest free, to City of Lodi to be repaid in FFY
2019/20. City of Tracy will lend $205,693 of FTA 5339 funds, interest free, to City of Lodi to be repaid in FFY
2018/19. These exchanges will allow City of Lodi to submit a Federal grant application to immediately obligate
FTA 5339 funds in a FFY 2018/19 grant that would otherwise lapse and be returned to the Federal treasury.
This action is recommended and supported by the FTA as a way to ensure Federal transit funding remains
within the San Joaquin County region and helps reduce Manteca and Tracy's existing accumulated
unobligated balances. City of Lodi will return the funds to both cities in advance of their planned obligations in
later years.
FISCAL IMPACT:
Exchange of these funds between cities allows for the advancement of
transportation projects in a timely manner. There is no adverse fiscal impact to
the City.

This letter constitutes our understanding of a loan of FTA 5339 funds between the City
of Manteca and the City of Lodi. Manteca will loan its $192,771 of FTA 5339 from
Federal Fiscal Year (FFY) 2014/15 to Lodi effective the date of this signed letter. Lodi
will repay the borrowed $192,771 in FTA 5339 funds to Manteca in FFY 19/20.
This exchange will allow Lodi to advance and obligate additional FTA 5339 funded
projects within the current FFY 17/18, reduces Manteca's existing unobligated balance,
and returns those funds to Manteca in advance of their planned obligations in later years.
We are appreciative of the efforts made by staff from both agencies, and encourage
collaborations such as these in support the advancement of transportation projects.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE EXCHANGE OF FEDERAL
TRANSIT ADMINISTRATION 5339 APPORTIONMENTS BETWEEN
CITY OF LODI AND CITY OF MANTECA AND EXCHANGE OF
FEDERAL TRANSIT ADMINISTRATION 5339 APPORTIONMENTS
BETWEEN CITY OF LODI AND CITY OF TRACY
WHEREAS, San Joaquin Council of Governments is requesting City of Lodi collaborate
with City of Manteca and City of Tracy for the timely utilization of Federal Transit Administration
(FTA) funds in an effort to support the advancement of transportation projects; and
WHEREAS, City of Manteca will lend $192,771 of FTA 5339 funds, interest free, to City
of Lodi to be repaid in Federal Fiscal Year (FFY) 2019/20; and
WHEREAS, City of Tracy will lend $205,693 of FTA 5339 funds, interest free, to City of
Lodi to be repaid in FFY 2018/19; and
WHEREAS, staff recommends authorizing the City Manager to execute Exchange of
Federal Transit Administration 5339 Apportionments between City of Lodi and City of Manteca,
in the amount of $192,771, and Exchange of Federal Transit Administration 5339
Apportionments between City of Lodi and City of Tracy, in the amount of $205,693.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute Exchange of Federal Transit Administration 5339
Apportionments between City of Lodi and City of Manteca, in the amount of $192,771, and
Exchange of Federal Transit Administration 5339 Apportionments between City of Lodi and City
of Tracy, in the amount of $205,693.
