BACKGROUND INFORMATION: A public hearing is required for a substantial amendment to an action plan. The requirements are outlined in the Lodi Citizen Participation Plan, which follows federal requirements. The 2018-19 Annual Action Plan describes the activities and funding amounts for projects occurring during that year. Certain reallocations of CDBG funds from one project or activity to another require a formal public review and public hearing process, called a substantial amendment. Approximately $289,000 of CDBG funding is available for reallocation due to leftover funds from completed or cancelled projects. More details will be provided in the staff report prepared for the August 15 public hearing. The public review and comment period for this Action Plan amendment begins on July 16, 2018, and ends on August 15, 2018. Staff recommends that the City Council continue the public hearing from August 1 to August 15, 2018. Shortly after staff drafted an original amendment and set a public hearing for August 1, the City received bid estimates showing that its CDBG allocation for the Blakely Pool project was insufficient to cover actual costs. Rather than process a second amendment, which would use additional staff time and resources, the original amendment was modified and its 30 -day release postponed. This meant extending the public hearing from August 1 to August 15 as well. FISCAL IMPACT: FUNDING AVAILABLE: Not applicable. The City proposes to reallocate those funds among the following three 2017-18 projects: LodiHouse HVAC Replacement, LodiHouse Enrichment Center Reroof, and Blakely Park North Pool Improvements. The CDBG program provides funding for activities that benefit low-income persons, eliminate slum or blight, or serve an urgent need. Eligible activities include property acquisition, public improvements, housing rehabilitation, economic development, and public services. As a recipient of Community Development Block Grant (CDBG) funding, the City developed the 2018- 19 Annual Action Plan which describes how the City utilizes program funds for eligible activities during the fiscal year. The Action Plan can be amended as needed to reallocate funds to housing and community development activities. The City proposes to reallocate those funds among various projects. More details of the reallocation will be provided in the public hearing staff report. 2018-19 Annual Action Plan Amendment documents will be made available to the public for at least 30 • days before adoption by the City Council. The documents will be released on July 16, 2018 for public review and comment, and will be available at City Hall and the City's Community Development website www.lodi.gov/community_development/Neighbhorhoods/CDBG. A public hearing will be held on August 15, 2018 for review and adoption of this 2018-19 Annual Action Plan Amendment. The purpose of this public hearing will be to give citizens an opportunity to make their comments known regarding reallocation of funds.
