COMMUNICATION AGENDA TITLE: Participation in Request for Beverage Container Recycling and Litter Container Act Funding MEETING DATE: June 7, 2000 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing joint participation and submittal of the Funding Request Form for funds from the Department of Conservation under the California Beverage Container Recycling and Litter Reduction Act. BACKGROUND INFORMATION: The Department of Conservation has made funds available under the Beverage Container Recycling and Litter Reduction Act to cities and counties. Eligible activities for funding include programs that have a primary emphasis on the collection and recycling of beverage containers at large venues, public areas, residential communities or schools; public education promoting beverage container recycling and/or litter prevention; and beverage container litter prevention and/or abatement in public places, including community clean-up projects or other related activities involving the recycling of beverage containers. Activities that will be part of these programs include promotional items, such as brochures, magnets, pens, key -chains, etc; advertising on TV and radio, signs/billboards, and development of web page ads; school programs; litter abatement in public places and volunteer incentives. Two or more cities and/or counties working together with one lead jurisdiction acting on behalf of the team may apply for these funds. Most of the cities in San Joaquin County will participate with the County and the County will be the lead agency. The activities that will be paid for under this grant can be used Countywide. The County said that they would develop advertisements and other programs. Each agency will, however, be able to acquire its own materials/supplies, i.e., recycling bins for public areas, based on the amount of the agency's grant. The minimum amount of each city's grant is $5,000. It is estimated that Lodi's eligible funding amount may be as high as $16,632. There is no match of funds required for this grant. With the County developing programs and advertisements that can be used Countywide, the money will go much farther and no staff time will be needed for these activities. FUNDING: None required. Dixon Flynn -- rt Manager CRECYCLlNG&LITTERGRANT 05/30/00 RESOLUTION NO. 2000-91 A RESOLUTION OF THE LODI CITY COUNCIL HEREBY AUTHORIZING JOINT PARTICIPATION, AND THE SUBMITTAL OF THE FUNDING REQUEST FORM ON BEHALF OF THE CITY OF LODI TO THE DEPARTMENT OF CONSERVATION'S DIVISION OF RECYCLING, AND FURTHER AUTHORIZING THE INTEGRATED WASTE MANAGER OF SAN JOAQUIN COUNTY TO EXECUTE IN THE NAME OF CITY OF LODI ALL NECESSARY FORMS AND INFORMATION HERETO FOR THE PURPOSES OF SECURING PAYMENT TO IMPLEMENT AND CARRY OUT THE PURPOSES SPECIFIED IN SECTION 14581 (A)(4)(A) OF THE CALIFORNIA BEVERAGE CONTAINER RECYCLING AND LITTER REDUCTION ACT --------------------------------------------------------------------------- WHEREAS, the people of the State of California have enacted the California Beverage Container Recycling and Litter Reduction Act that provides funds to cities and counties for beverage container recycling and litter cleanup activities; and WHEREAS, the California Department of Conservation's Division of Recycling has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures for cities and counties or their designees under the program; and WHEREAS, per Section 14581 (a)(4)E) of the California Beverage Container Re cycling and Litter Reduction Act, the eligible participant must submit the Funding Request Form by the due date and time in order to request funds from the Department of Conservation's Division of Recycling. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi hereby authorizes joint participation, and the submittal of the Funding Request Form on behalf of the City of Lodi to the Department of Conservation's Division of Recycling. The Integrated Waste Manager of San Joaquin County is hereby authorized and empowered to execute in the name of City of Lodi all necessary forms and information hereto for the purposes of securing payment to implement and carry out the purposes specified in Section 14581 (a)(4)(A) of the California Beverage Container Recycling and Litter Reduction Act, and provide information regarding this program to the Division upon request. San Joaquin County will be the responsible party to provide records to the Division should an audit be performed.
