BACKGROUND INFORMATION: The Lodi Public Library Teen Scene Project, awarded to Diede Construction, Inc., of Woodbridge, in the amount of $830,000, on July 19, 2017, has been completed in substantial conformance with the plans and specifications approved by City Council on February 15, 2018. The Teen Scene Project renovated 1,800 square feet of library space to create a media room with televisions, surround sound, and game consoles; two study rooms, two group (four -person) computer stations, a comprehensive "homework help center," and an 800 -square -foot patio renovation. Pictures of the completed project are shown in Exhibit A. Staff worked with both WMB Architects, Inc. and Diede Construction, Inc. to identify potential project Value Engineering (cost reduction) opportunities to help off -set additional change order costs during construction. The final contract price was $837,034.72. The difference between the original contract amount and the final contract price is due to one change order, totaling $7,034.72. Change Order No. 1 included additional audio-visual and mechanical work ($2,967.72) paid for by library funds; and the removal of an aged watershed educational mural located on the Marcus Building (Northwest corner of Church and Oak Streets) that was requested to be removed by the building owner ($4,067.00). The mural removal was paid for by utilizing wastewater funds. Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute. FISCAL IMPACT: There will be a decrease in facility maintenance costs.
