HomeMy WebLinkAboutAgenda Report - July 18, 2018 C-03CITY OF LODI COUNCIL COM M UNICATION AGENDA ITEM C- 3 TM AGENDA TITLE: Adopt Resolution Rejecting All Bids, Approving Plans and Specifications, and Authorizing Re -Advertisement for Bids for Blakely Park — North Pool Improvements MEETING DATE: July 18, 2018 PREPARED BY: Public Works Director RECOMMENDED ACTION: Adopt resolution rejecting all bids, approving plans and specifications, and authorizing re -advertisement for bids for Blakely Park — North Pool Improvements. BACKGROUND INFORMATION: Council approved the plans and specifications and authorized advertisement for bids on May 2, 2018. This project includes removing the existing concrete deck and plaster/fiberglass pool finish and installing a new white plaster finish and concrete decking, along with other miscellaneous improvements. The City received the following two bids on June 20, 2018: Bidder Location Bid Above/(Below) Estimate Engineers Estimate California Waters Dev* Tricon Construction Yorba Linda Rancho Cordova $185,495.50 $355,692.00 $499, 200.00 $170,196.50 $313,704.50 *The bid for California Waters Development, Inc. was not located at the time of the bid opening. City of Lodi Staff located the bid in the City Clerk's office, and opened the bid subsequently. The bid amounts significantly exceeded the Engineer's Estimate. City Staff confirmed with staff from California Water Development, Inc. that the scope of the project was appropriate and necessary to comply with current codes and revealed that the cost for pool reconstruction has risen significantly due to the high demand and the specialized nature of the work. To reduce the project costs, Staff is recommending concrete resurfacing of the concrete band around the pool in lieu of costly chipping and replacing the existing band. Staff will also open the bid to Class A contractors to attract more bidders and increase the construction completion date to accommodate contractors with impacted schedules. The specifications are on file in the Public Works Department. The planned re -bid opening date is August 22, 2018. The project estimate is $404,500. FISCAL IMPACT: The project will have a minimal impact on annual maintenance costs, and will reduce the City's exposure to claims related to the condition of pool decking. This project will not impact the General Fund. City staff confirmed with staff from California Water Development, Inc., that the scope of the project was appropriate and necessary to comply with current codes and revealed that the cost for pool reconstruction has risen significantly due to the high demand and the specialized nature of the work; and WHEREAS, staff recommends rejecting all bids, approving plans and specifications, and authorizing re -advertisement for bids for Blakely Park — North Pool Improvements. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby reject all bids, approve plans and specifications, and authorize re -advertisement for bids for Blakely Park — North Pool Improvements.
