HomeMy WebLinkAboutAgenda Report - June 7, 2000 E-05CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Purchase of Used Compressed Natural Gas Trolley (approx. $300,000) MEETING DATE: June 7, 2000 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the City Manager to sign a contract with DuponTrolley Industries to purchase a Compressed Natural Gas (CNG) trolley; and appropriate funds in accordance with the recommendation shown below. BACKGROUND INFORMATION: The Public Works Department has been searching for a historic trolley replica for over a year. The Department has found a used trolley, a replica of the historic, late 1800's streetcars, and recommends waiving the bidding process. The Federal Transit Administration has concurred with the Department on this matter. The Dupon Champlain Trolley, a 39 -foot, CNG bus is fully tested and could handle day- to-day, fixed -route operations. However, the intent is to rotate the trolley on GrapeLine when the five, low -floor buses are at the MSC for maintenance, and use it for special events, as a downtown shuttle and other special purposes. The seating capacity is 39 (see Exhibit A) and the total capacity, including standees, is 57. The demand for GrapeLine service warrants purchasing a bus with this capacity. The CNG trolley is used. The chassis has 13,000 miles. The body for the trolley will be new. The City of Lodi will receive a 6% discount. The cost is $264,140 plus tax, title, and delivery. The additional appropriation allows for these expenses plus possible change orders. Staff intends to travel to see actual models in service and view the one on order while it is being built, thus there may be some changes. Specifications for the trolley are on file in the Public Works Department. A seven -minute video is also available for viewing at the Department. FUNDING: Funding for the Champlain Trolley, along with the five low -floor buses, was made possible through competitive grants. The City of Lodi was awarded Congestion Mitigation and Air Quality (CMAQ) grants and a San Joaquin Valley Air Pollution Control District grant. At the April 7, 1999 meeting, the City Council approved purchasing the five, low -floor buses and was apprised of the impending trolley purchase. GROUPE DUPONT 241, 31ene fh.e, G -."r Wwk—k G0. 2Sf1 SEATS LAYOUT Q38') Cf239 DU'0333 0 RESOLUTION NO, 2000-87 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE PURCHASE OF A USED COMPRESSED NATURAL GAS DUPON CHAMPLAIN TROLLEY, AND APPROPRIATING FUNDS FOR THIS PURCHASE --------------------------------------------------------------------------------- --------------------------------------------------------------------------------- WHEREAS, Lodi Municipal Code, §3.20.070, authorizes dispensing with bids for purchases of supplies, services or equipment when it is in the best interest of the City to do so; and WHEREAS, the Public Works Department has been searching for a historic trolley replica for over a year; and WHEREAS, the Department has found a used trolley, a replica of the historic late 1800's streetcars, and recommends waiving the bid process, with the concurrence of the Federal Transit Administration; and WHEREAS, the Dupon Champlain Trolley is a 39 -foot CNG bus and has been fully tested and could handle day-to-day fixed -route operations, however the intent is to rotate the trolley on GrapeLine when the five, low -floor buses are out for maintenance, and also use it for special events; and WHEREAS, the seating capacity is 39 with a total capacity including standees of 57, and the demand for GrapeLine service warrants purchasing a bus with this capacity; and WHEREAS, the used CNG trolley has a chassis with 13,000 miles and a new body, on which the City will receive a 6% discount; and NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby approves the purchase of the CNG Dupon Champlain Trolley in the amount of $264,140.00, plus tax, title and delivery; and BE IT FURTHER RESOLVED, that the City Manager be authorized to execute a contract with Dupon Trolley Industries to purchase the Compressed Natural Gas Dupon Champlain Trolley.
