HomeMy WebLinkAboutResolutions - No. 2018-175RESOLUTTON NO. 2018-17 5 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE SUBMITTAL OF THE NEW ALTERNATIVE FUEL VEHICLE PURCHASE APPLICATION TO THE SAN JOAQUIN VALLEY AIR POLLUTION CONTROL DISTRICT; AUTHORIZING THE CITY MANAGER TO IMPLEMENT THE NEW VEHICLE PROJECT; AND FURTHER APPROPRIATING FUNDS WHEREAS, the San Joaquin Valley Air Pollution Control District (SJVAPCD) provides a grant program for government agencies to replace petroleum fuel-based vehicles with electric vehicles; and WHEREAS, the District provides grants, on a reimbursement basis, for up to $20,000 per vehicle with an annual agency maximum of $100,000, through its New Alternative Fuel Vehicle Purchase program; and WHEREAS, the City of Lodi Parks, Recreation and Cultural Services Department's Parks Division has a fleet of l6 gasoline-powered utility vehicles, which are the workhorses of the Parks Division for carrying employees, tools, and materials onto park sites, and desires to replace a number of these vehicles with electric-powered versions; and WHEREAS, the utility vehicles are used exclusively within the city limits of the City of Lodi, which is within the San Joaquin Valley Air Pollution Control District boundaries; and WHEREAS, any vehicles purchased with grant funds through the New Alternative Fuel Vehicle Purchase will be new OEM electric, plug-in hybrid or alternative fuel vehicles eligible for this program; and WHEREAS, appropriate charging infrastructure for the new vehicles is readily available or can be installed with existing appropriated funding; and WHEREAS, any funding received, including funding from other sources, combined with this grant will not exceed the full cost of the new vehicles; and WHEREAS, the Lodi Parks and Recreation Commission voted unanimously to recommend the City Council approve an application for up to five grant-funded electric vehicles; and WHEREAS, the City of Lodi will not purchase or take delivery of the new vehicles until receiving an executed contract with the SJVAPCD. NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby authorize the City Manager to submit a grant application to San Joaquin Valley Air Pollution Control District to purchase two electric-powered utility vehicles, implement new vehicle project, and appropriate $40,000 from the Parks, Recreation and Cultural Services vehicle replacement fund (207) contingent upon receiving an executed contract with SJVAPCD. 3::"=1====::!l"ln!!"=:ilji=tå=============================================== I hereby certify that Resolution No. 2018-175 was passed and adopted by the City Council of the City of Lodi in a regular meeting held September 19, 2018, by the following vote: AYES: COUNCIL MEMBERS - Chandler, Johnson, Kuehne, Mounce, and NOES: ABSENT: ABSTAIN: Mayor Nakanishi COUNCIL MEMBERS - None COUNCIL MEMBERS - None COUNCIL MEMBERS _ IFER 2018-175 Clerk o
