Home My WebLink AboutResolutions - No. 2018-164RESOLUTION NO. 2018-164 A RESOLUTION OF THE LODI CITY COUNCIL WAIVING BIDDING REQUIREMENTS AND AUTHORIZING SOLE - SOURCE PURCHASE OF HARPER TURBO VAC TV60RE LEAF SWEEPER FROM TURFSTAR/WESTERN, OF HAYWARD; AND FURTHER APPROPRIATING FUNDS ------------------------------------------------------------- WHEREAS, the Parks Division's existing leaf sweeper is approximately 25 years old, has outlived its useful life, and replacement parts are unavailable; and , WHEREAS, Parks, Recreation and Cultural Services staff has investigated numerous options to replace the leaf sweeper and, based on the requirements for operation, staff is recommending the Harper Turbo Vac TV60RE as the best option; and WHEREAS, staff was able to negotiate with TurfStar, of Hayward, the sole vendor for Harper products in California, to reduce the original price by 9 percent to $39,867.50; and WHEREAS, because the leaf sweeper is also needed to maintain the City's storm drainage basins, the Public Works Department will pay half the purchase price, with the Parks Division staff being the sweeper's sole operators; and WHEREAS, Lodi Municipal Code Section 3.20.070 allows the City Council to waive bidding requirements when the purchase is in the best interest of the City; and WHEREAS, staff recommends the purchase of the Harper Turbo Vac TV60RE leaf sweeper from TurfStar/Western, in the amount of $49,867.50, and the appropriation of $20,000 from the Parks, Recreation and Cultural Services Department's fund balance (Fund 200). NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby waive bidding requirements and authorize the sole -source purchase of a Harper Turbo Vac TV60RE leaf sweeper from TurfStar/Western, of Hayward, California, in the amount of $39,867.50; and BE IT FURTHER RESOLVED that funds in the amount of $20,000 be appropriated for the purchase as set forth above.
