HomeMy WebLinkAboutAgenda Report - June 21, 2000 Council CommentContinued June 21, 2000 b) Council Member Nakanishi stated he is upset about going over and over things taking too much time for all of the items to be covered, and suggested that maybe major items should be discussed first and then Council go over all the items on the consent calendar. c) Council Member Pennino stated some of the stuff is mundane, but he served during a period when almost every consent calendar was pulled, and that was not fun. He stated that this evening there were 23 items, 7 of which were pulled, when the purpose of the consent calendar is to provide for quick action so Council can move on. While the downtown parking issue should probably have been on the Regular Calendar since it took an hour, several of the items pulled this evening should have remained on the Consent Calendar and been approved, as they had already been discussed at previous meetings or shirtsleeve sessions. Further, Mr. Pennino suggested that the City of Lodi has a unique opportunity to consolidate in making things more efficient — since Mr. Williamson is retiring soon, and the City is still in the initial stages of the recruitment process. He suggested the City Manager evaluate the possibility of splitting the Parks and Recreation Department, combining the Recreation Division with Hutchins Street Square for Recreation and Leisure activities, and moving the Parks Division under the Public Works umbrella. d) Council Member Land announced that on July 4th at Lodi Lake the Kiwanis Club will hold "ftill, its 31St Annual Pancake Breakfast, with the Lodi Tokay Rotary Club sponsoring the Oooh Ahhh Festival at Lodi Lake that day to include the evening's fireworks presentation. Also, Mr. Land suggested the Electric Utility Department mow down the deregulation competition by considering a gas lawn mower trade-in program to promote clean air and noise reduction for those citizens willing to purchase electric mowers. e) Mayor Mann asked that staff bring to Council a report on the number of multiple family dwelling allocation units that we have in inventory for discussion at a future meeting. Staff was asked to look into some kind of entry fee reduction or waiver regarding seniors wishing to drive into Lodi Lake. Parks and Recreation Director Williamson stated a $25 year-round pass was available for purchase, and that he would evaluate this situation. f) City Manager Flynn stated that this was Joanna Corman's final meeting as a representative of the Lodi News Sentinel, as she is relocating to a new employment opportunity in Southern California. 16. VOTE TO CONTINUE WITH THE REMAINDER OF THE MEETING Pursuant to the Lodi Municipal Code, the City Council, on motion of Council Member Land, Mann second, unanimously voted to continue with the remainder of the meeting following the 11:00 p.m. hour. 17. CLOSED SESSION Mayor Mann adjourned the City Council meeting at approximately 11:05 p.m. to a Closed Session to discuss the following matters: a) Threatened Litigation: Government Code §54956.9(b). One case. Potential suit by Christopher Harr against City of Lodi based on personal injury accident. b) Prospective lease of City Property (40± acres adjacent to White Slough Water Pollution Control Facility, located at 12751 N. Thornton Road, Lodi, CA); the negotiating parties are the Calpine Corporation and the City of Lodi. Price and terms of the lease are under negotiation. The 4th of July Celebration at Lodi Lake. This is the 7th year of the Oooh Ahhh Festival. The Lodi Tokay Rotary Club operates the festival. The festival has become a major fundraiser for the club. The 6th annual Oooh Ahhh Festival raised in excess of $19,000 for the Lodi Tokay Rotary Club. All net monies raised at the event are directed right back into the Lodi Community and to other local non-profit organizations. b When will the Oooh Ahhh Festival be held this year? Tuesday, July 4, 2000 '' What are the hours of the event? 8am to l Opm b Does it cost to attend? Admission fee is $5 for ages 13 and over; $3 for kids 6 to 12 and children 5 & under are free. b What is there to do? Strolling entertainers and Talent Unlimited's Kareoke. Hang out at the beach and swim in Lodi Lake - Beach fees are waived for the day The kids will enjoy the new wading pool with the mushroom waterfall. Let the kids loose on the at the Firecracker Kids Zone where all the games, bounces, train rides, activities, crafts, face painters, balloon artists are FREE to the kids. There's a Laser tag, giant slide, bungie run, boxin' bounce, jump houses, games, and contests — all FREE Have dinner at the ultimate picnic, The Star Spangled Barbecue on Parson's Point, just $14 per person, 58 for kids 6 to 10 and free for the little ones 5 and under. Then stay on the point for the best viewing area for the fireworks. There are many food vendors to take care of your lunch and dinner munchies. Arts & crafts booths FREE Boat Rentals and Pontoon Boat Lake & River Tours Sand Sculptures — See huge sand sculpture's built before your eyes — in the past there have been life size whales and a VW Bug left on the beach. Have the best seat in town for the Valley's best aerial fireworks show. Is there parking? Yes! There's a 13 -acre lot right next to west of the park. Handicap parking is in a special area in the front of the 13 -acre lot next to the lake. People who are confined to wheelchairs may use the parking inside the grounds. Look for signs directing to the entrance. Golf cart shuttles are available for people requiring assistance to the main entrance. Cost: 52 per auto. The Main Entrance, at the front of the park is open from 8:OOam to 9:20pm. Shuttles will run from the parking lot to the Main Entrance throughout the day. * Can we bring a picnic to the park on the 41s? Yes! You may bring food and non alcoholic beverages into the event in picnic baskets and ice chests; however, alcohol is strictly prohibited. Beer, sodas, water and food are offered for sale inside the park. Since there are many great food vendors at the festival, the easiest thing to do is to buy your lunch and dinner at the festival. For safety reasons, portable barbecues are not allowed in to the event. *Can we bring our pet dog? Sony, pets are not allowed. Animals do not do well in very large crowds and they certainly do not appreciate the sounds of the fireworks. For that reason, and the safety of all at the festival, including your pet(s) we ask that you leave your pets (dogs, cats, birds, lizards, snakes, etc.) at home. People with pets unfortunately, will not be allowed to enter. *How about our bikes, rollerblades, skateboards? For the safety of all our guests, we do not allow any bikes, rollerblades and skateboards are not allowed. We provide an area for parking your bikes at the entrance of the festival. *What time do the fireworks start? Usually around 9:20pm. *How do we get there? Lodi Lake is located on the.north side of Turner Road, approximately one half -mile east of Lower Sacramento Road and 2 miles west of Highway 99. *Is there anything special about this year? 1. Three events — one great day. This year, Lodi Lake Park is playing host to three separate events. Kicking off the morning is the Lodi Sunrise Kiwanis Pancake Breakfast from lam to 11 am. The 0ooh Ahhh Festival opens at 8:OOam and closes after the fireworks, approximately 1Opm. All the Rotary Clubs in Stockton, Lodi and Galt have join to produce the Race of the Millennium — the FireOuacker Derby. 2. FireQuacker Derby. Purchase a "Duck Adoption Paper" for $5.00 form any -Rotarian in Lodi, Stockton or Galt, or at the Lodi Convention & Visitors Bureau (1-800-798-1810). 10,000 yellow rubber ducks will be placed in Lodi Lake — then propelled by the Lodi Fire Department water hoses. The winner collects $10,000 and has a chance at also winning a 2000 Ford Explorer. There are many other wonderful prizes for the runners up. The Corporate race starts at 1:00prn and the main race begins at 2:OOpm 3. The Fireworks Show. Again, the size of the show has been increased. Without question, the Oooh Ahhh Festival fireworks show is the best -choreographed show in the Central Valley. The same amount of fireworks can be seen from outside of the festival that could be seen when the City of Lodi produced the fireworks show. What the Oooh Ahhh Festival has been able to do is attract corporate sponsors to help fund the amount of fireworks to double the size of the show. What you'll see are high aerials and low level special effects shot from floating docks in the lake. The fireworks alone is worth the price of admission *Who is the chairperson of the festival? Ms. Dorean Rice is the driving force behind this event. Doreen is an inspiration to thousands of people in the Lodi area and most certainly a local treasure. Dorean is involved in countless organizations, events and special causes in Lodi. On July 1st she assumes a new role as President of the Lodi Tokay Rotary Club. * Who do we contact for more information?
