LODI IL COUNCIL COMMUNICATION <r'Foa AGENDA TITLE: Sponsor Lodi Unified School District's Congestion Mitigation and Air Quality (CMAQ) Grant Application to San Joaquin Council of Governments (SJCOG) and authorize City Manager to Submit Public Works Department's CMAQ Grant Applications to SJCOG MEETING DATE: June 21, 2000 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution sponsoring the Lodi Unified School District's (LUSD's) CMAQ grant application for 28 Compressed Natural Gas (CNG) school buses and fueling station and authorizing the City Manager to submit the Public Works Department's CMAQ grant applications. BACKGROUND INFORMATION: The LUSD wishes to apply for 28 CNG school buses to replace 20 23 -year-old diesel buses, and for a slow-fill/fast-fill CNG station. Under TEA21 legislation, school districts became eligible for CMAQ funding. LUSD will be the first school district to apply for these funds. The existing diesel buses that will be replaced are the oldest and worst polluters in San Joaquin County. For that reason alone, LUSD's project is worthy. In addition, LUSD will realize tremendous fuel cost savings—estimated at $140,000 per year for those 28 buses. The 28 buses and the fueling station will cost well over $3,000,000. Costs are still being developed for the station. In order for LUSD to apply for these funds, the City of Lodi must sponsor the application. In essence, the City of Lodi is promising to assist LUSD in a technical capacity to ensure the project is completed. The City of Lodi also has a list of CMAQ projects. Some of the costs are still being developed. Following is the current list of projects: • Replace 6 Dial -A -Ride buses with new CNG buses • Fixed -time traffic signal upgrade at Church and Lockeford streets • Signal to replace 4 -way stop at Elm Street and Mills Avenue, lighting, ramps • Signal interconnect on Lodi Avenue • Gap closure, Kettleman Lane from Ham Lane to Mills Avenue (street widenings are not eligible, but gap closures are) • Replace 3 LPD gas patrol cars with CNG patrol cars FUNDING: Not applicable.
