HomeMy WebLinkAboutAgenda Report - May 3, 2000 E-14�yOF,( COUNCIL• • AGENDA TITLE: Resolution Supporting Woodbridge Irrigation District CALFED Grant Application for Design of Mokelumne River Fish Screens MEETING DATE: May 3, 2000 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution supporting the Woodbridge Irrigation District's (WID's) CALFED grant application for design of fish screens on the Mokelumne River. BACKGROUND INFORMATION: The City has been participating in the efforts of WID and others to improve fishery resources and habitat on the Mokelumne River. CALFED has already approved funding for design of a new dam that would allow operation to improve fish passage and the corresponding environmental impact report (EIR). Included in this project is the preliminary design of a fishery protection berm that would keep migratory fish in the River out of Lodi Lake and allow the Lake to be kept full year-round. The EIR has identified an issue with the WID's canal intake located upstream of the dam and is recommending that a fish screen be installed at the dam and a pipeline be constructed in the River, back to the canal intake, rather than just installing a fish screen at the canal intake. The design work is anticipated to cost $660,000 and the screen and pipeline construction is roughly estimated at $5,400,000. The design grant application also includes an additional $40,000 for a prioritization study of additional fish screens on small diversions elsewhere on the Mokelumne River. The WID has pledged to contribute $200,000 toward the construction of the project. WID's request for our support and background documents are attached. The WID is encouraging the City of Lodi to participate financially; however, it is likely that we will wish to enhance the protection berm project with local funds to provide a facility more suited to Lodi Lake Park users' needs. Staff feels it is premature to commit to a specific amount at this time, but that we indicate a willingness to participate in the cost once the design has been approved. Finally, WID's letter requests that a project representative be appointed to replace Park Superintendent Dwight Dauber. The Public Works Director and/or City Engineer will fulfill this role at least until a new Park Superintendent is hired. FUNDING: None needed at this time. Richard C. The application will ask for between $500,000 and $600,000 in funding for design of a new fish screen at WID dam and a small diversion fish screen prioritization study to determine where fish screens may be needed on diversions upstream of WID dam We would ask that the City of Lodi take a similar action to approve the application since they are a co- sponsor of the project. The application is due to CALFED before May 15, 2000. Additionally, the Board passed a resolution supporting the full construction of the dam, fish ladder and fish monitoring facilities at WID by pledging $200,000 towards the project's construction. The resolution also encourages financial participation by other parties to encourage CALFED and other participatory funding agencies to provide full funding for the project. Final design and permitting should be complete by October 15, 2001. An Final EIR/EIS administrative draft is under review and a completed FEIR/EIS and approvals acted upon by the United States Bureau of Reclamation(NEPA) and the Woodbridge Irrigation Board(CEQA) is expected sometime in June or July. A copy should have been sent to the City by Jones, Stokes & Associates and your comments that you have are needed. We would also request that the City consider appointing a project representative or liaison to represent the City in the same manner that Mr. Dwight Dauber has before his demise. The application calls for finding the design of a new fish screen system at Woodbridge Irrigation's District's Darn, two large diameter pipelines to carry water to WID canal and a study to determine the where fish screens may be needed on small agricultural diversions upstream of WID Dam. The application will ask for approximately $500,000 - $600,000 in funding for the design of the fishscreen, pipeline, and agricultural fish screening study. The Lower Mokeiumne River Restoration Program was fimded in 1998 for 51,575,000 to complete the design of a new dam including new fish ladders, tail water control, low level outlet gate control, fishery protection berm at Lodi Park Lake, and fishery monitoring facilities. Whereas; the Woodbridge Irrigation District desires to show their support and determination toward the construction of the project. Whereas; the LMRRP is an project and the proposal to upgrade Woodbridge's Dam for fish passage improvements will provide many benefits to the environment and the community. Whereas; the LMRRP is a project that is broadly supported by numerous Federal and State Agencies responsible for the fishery and environment but also broadly supported by community members as a solution to improving fish passage conditions at W1D facilities and meeting CALFED Bay Delta goals and targets. I understand the funds are necessary to complete the design of the fish screen and other potential construction needs as part of the Lower Mokelumne River Restoration Program. I strongly support improving the fish passage that would result from the additional funds being requested for this part of the restoration project. Enhancing public recreation and ensuring that the Woodbridge Irrigation District maintains access to its water rights from the Mokelumne River for irrigation are vital benefits for residents in our community. Because of the reasons cited above, I urge CALFED to favorably consider the funding request from the Woodbridge Irrigation District and the City of Lodi.
