AGENDA TITLE: Accept Improvements Under Contract for Kettleman Lane (Highway 12) and Crescent Avenue
Traffic Signal/Median Project

RECOMMENDED ACTION: That the City Council accept the improvements under the "Kettleman Lane (Highway 12) and
Crescent Avenue Traffic Signal/Median Project' contract; direct the City Engineer to file a
Notice of Completion with the County Recorder's office; approve the use of the City's
landscape contractor to landscape the Kettleman Lane median between Ham Lane and
Hutchins Street; and authorize obtaining bids to construct a median opening to allow northbound traffic on Hutchins Street to
enter the Mervyn's/Vineyard Shopping Center.
BACKGROUND INFORMATION: The project was awarded to Clayborn Contracting, of Auburn, on September 1, 1999, in
the amount of $389,890.00. The contract has been completed in substantial
conformance with the plans and specifications approved by the City Council.
The contract completion date was April 27, 2000, and the actual completion date was March 24, 2000. The final contract
price was $465,904.98. The difference between the contract amount and the final contract price is mainly due to three
contract change orders. Contract Change Order 1 was presented to Council at its April 19 meeting as an information item on
the agenda. Contract Change Order 2 increased the contract amount by $11,350.00 and adjusted the contract quantities for
roadway excavation and installing topsoil and painted pavement markers. Contract Change Order 3 made minor revisions to
the signing and striping on the project and added $1,050.00 to the contract.
Staff is also requesting approval to landscape the Kettleman Lane median between Ham Lane and Hutchins Street using
Odyssey Landscaping personnel. Odyssey Landscaping is currently on an annual contract with the City to perform
landscape maintenance on City properties and they have also done the landscape design for the driveway opening at the
Kettleman Lane/Crescent Avenue intersection and for Well 11. Staff estimates the Kettleman Lane median landscaping
costs to be approximately $20,000.00.
The traffic study for the Kettleman Lane/Crescent Avenue traffic signal and median work assumed that an opening would be
constructed in the Hutchins Street median to allow northbound traffic to turn into the Mervyn'sNineyard Shopping Center.
This would reduce the number of northbound vehicles making U-turns at the Hutchins Street/Kettleman Lane intersection
and improve the operation of the traffic signals at that intersection. Staff is now requesting Council authorization to obtain
bids to construct this new median opening. The engineer's estimate for this work is $50,000.00.
The Kettleman Lane (Highway 12) and Crescent Avenue Traffic Signal/Median Project did not use $105,000.00 of the
$181,000.00 appropriated from TDA funds for this project. Staff is recommending that this $105,000.00 be held for the
median landscaping on Kettleman Lane and for the construction of an opening in the Hutchins Street median.
