HomeMy WebLinkAboutAgenda Report - April 19, 2000 E-06OF �O COUNCIL• • oR AGENDA TITLE: Purchase of Roadline Stencil Paint Truck for the Street Division ($78,660) MEETING DATE: April 19, 2000 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution to purchase a Roadline stencil paint truck for the Street Division of the Public Works Department from Roadline Products, Inc., Downey, California, in the amount of $78,657.50 (see attached August 23,1999 letter from Roadline Products); and appropriate funds to cover this purchase in accordance with the recommendation shown below. BACKGROUND INFORMATION: This vehicle replacement request is for a complete, ready -to -use stencil paint truck; $75,000.00 was included in the 1999/2000 Capital Improvement Budget. The City's existing one -ton Dodge Ram 350 stencil paint truck, Unit 04-061, has an odometer reading of 77,426 miles. The minimum replacement criteria are ten years or 85,000 miles. This unit is used on a daily basis by Street Division crews for maintenance. The cab and chassis was purchased for $20,018.00 in 1991 and an old paint body was mounted by our Shop personnel. The chassis is undersized for the equipment mounted on it. Additionally, the nature of service this unit provides requires constant engine running. Therefore, the odometer does not reflect an accurate record of engine use. If the estimated hours were converted to miles, the odometer would be at 245,520 miles. Our recommendation is to purchase the stencil paint truck through another contract rather than seeking our own bids. The City of Berkeley prepared stencil paint truck specifications which meet all of the City of Lodi requirements, and received very competitive bids from various stencil paint truck manufacturers. The City of Lodi can purchase under the City of Berkeley's contract. It is to Lodi's benefit to purchase under Berkeley's contract in order to save staff time, secure a good price, and acquire the stencil truck much sooner. The Fleet Committee has reviewed this request and agrees with this recommendation. FUNDING: The money for this project will be coming from Measure K Street funds in the Capital Improvement Budget. Dixon Flynn --"Cilry Manager CAWIND0WSITEMP1CC01.doc 3127100 RESOLUTION NO. 2000-57 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE PURCHASE OF A ROADLINE STENCIL PAINT TRUCK FOR THE STREET DIVISION AND APPROPRIATING FUNDS FOR THIS PURCHASE WHEREAS, this vehicle replacement request is for a complete, ready -to -use stencil paint truck for the Public Works Department Street Division, which was included in the 1999/2000 Capital Improvement Budget; and WHEREAS, the City's existing one -ton Dodge Ram 350 stencil paint truck has an odometer reading of 77,426 miles, with a minimum replacement criteria of ten years or 85,000 miles; and WHEREAS, the nature of service this unit provides requires constant engine running, so therefore the odometer does not reflect an accurate record of engine use; and WHEREAS, the City of Berkeley recently went out to bid with specifications that meet all of the City of Lodi's requirements and received very competitive pricing from various stencil paint truck manufacturers; and WHEREAS, the City of Lodi can purchase a stencil paint truck under the City of Berkeley's contract from Roadline Products Inc., of Downey, California in the amount of $78,657.50, in order to save staff time, secure a good price and acquire the truck in a shorter lead time; and WHEREAS, the Fleet Committee has reviewed this request and agrees with this purchase. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve the purchase of a Roadline Stencil Paint Truck for the Public Works Department Street Division, under the City of Berkeley's contract through Roadline Products, Inc., of Downey, California, in the amount of $78,657.50; and BE IT FURTHER RESOLVED that $78,657.50 be appropriated from the Measure K Street funds in the Capital Improvement Budget.
