AGENDA TITLE: Juvenile Accountability Incentive Block Grant

RECOMMENDED ACTION: That the City Council adopt a Resolution for the waiver and transfer of
Juvenile Accountability Incentive Block Grant funding and approve 10%
matching City funds.
BACKGROUND INFORMATION: For the second year, the Office of Criminal Justice Planning has
awarded a Juvenile Accountability Incentive Block Grant to San
Joaquin County. The total award is $262,900 and the City of Lodi
share of the grant is $14,945
I am again recommending the Council authorize the City of Lodi share of this grant to be waived so the
funds can be pooled with grant funds from the cities of Manteca, Tracy, Stockton, and the County of San
Joaquin for purposes of funding Gang Outreach workers. These worker(s) will sere San Joaquin County
cities and liaison between law enforcement and gang members and their families. This program is tied to
the Operation Peacekeeper Program the City of Lodi has participated in with County agencies.
FUNDING: $14,945 grant funds awarded by the Office of Criminal Justice Planning to the City of Lodi
through San Joaquin County. $1,495, 10% matching funds, from the State Citizen Option for
Public Safety Grant.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING WAIVER AND TRANSFER OF JUVENILE
ACCOUNTABILITY INCENTIVE BLOCK GRANT FUNDING

WHEREAS, San Joaquin County has received a Juvenile Accountability Incentive
Block Grant from the Office of Criminal Justice Planning in the amount of $262,900; and
WHEREAS, The City of Lodi's share of that grant is $14,945.00; and
WHEREAS, the City of Lodi declines to directly accept funds made available
through the Juvenile Accountability Incentive Block Grant (JAIBG) Program administered
by the Office of Criminal Justice Planning (OCJP); and
WHEREAS, the City of Lodi waives its right to its entire direct subgrant award and
authorizes the funds to be expended by the City of Stockton for the mutual benefit of both
units and local government; and
WHEREAS, Any liability arising out of the performance of this Grant Award
Agreement, including civil court actions for damages, shall be the responsibility of the
grant recipient and the authorizing agency. The State of California and OCJP disclaim
responsibility for any such liability; and
WHEREAS, The grant funds received hereunder shall not be used to supplant
expenditures controlled by this body; and
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lodi
hereby approves appropriation of $1,495.00 from the City's State Citizens Option for
Public Safety Grant as the 10% Match for the Juvenile Accountability Incentive Block
Grant.
