AGENDA TITLE: Authorize Negotiations with San Joaquin County for Water Main Extension to
Provide Domestic Water Service to Micke Grove Park
MEETING DATE: June 21, 2000

RECOMMENDED ACTION: That the City Council authorize staff to draft an agreement regarding extending
a water main to provide domestic water service to Micke Grove Park.
BACKGROUND INFORMATION: The City has received the attached letter from San Joaquin County
requesting domestic water service for Micke Grove Park. Their wells
contain DBCP in excess of the maximum contaminant level and have
been ordered by the San Joaquin County Health Department to either
find another source or treat the water.
Following nearly a year of study, the County has determined that they wish to connect to the City system
for domestic (drinking water) purposes and utilize their own wells for landscape irrigation. City staff feels
this is a reasonable approach to the problem and it makes sense for the City to cooperate with the
County, both from a business sense and intergovernmental cooperation for the benefit of the public.
Some of the elements staff wishes to incorporate into the agreement are:
• The County is to prepare the necessary environmental certification, plans and specifications,
and obtain applicable permits for the project, and construct the project, all to City standards
and approval.
• The rates for water will be the same as City metered rates plus the out -of -city surcharge per
the City code (50%).
• The water main will be owned by the City to the point of connection at the Micke Grove
property (i.e., no other connections without City approval).
• Should recycled water become available in the future, the County will connect to that
system for landscape irrigation or other non -potable uses in order to reduce the
groundwater overdraft and preserve drinking water resources.
Staff will also explore other alternatives with the County, such as operating, under contract, GAC filters
at the Park rather than extending a water main.
Upon successful negotiation and drafting of an agreement, it will be brought back to the City Council for
final approval.

Micke Grove Park is a regional park owned and operated by San Joaquin County, located just
south of the City of Lodi.
Like the City of Lodi, Micke Grove Park water is supplied by wells. It is possible we are
extracting our water from the same aquifer as some of your wells. Our wells have continued to
increase in the level of DBCP contamination. In August 1998 our newest well was almost exactly
at the .20 maximum contamination level. One year later it had doubled. Last month we were
tested at 2.1 which is ten times the allowable amount. All of our other wells had previously been
reduced to irrigation use only, because of excessive DBCP levels.
Last Friday afternoon we were advised by the County Environmental Health Department that we
may no longer use our last available well for drinking or food preparation purposes. We are
currently supplying bottled water as a short term immediate response, I have met with a Culligan
Water representative to seek possible interim end point filtration possibilities which would be
acceptable, and we have also sought suggestions from the Health Department.
About a year ago I began discussions with Fran Forkas and Wes Fujitani to explore the possibility
of obtaining City of Lodi water service. I believe you have seen a copy of my memo to our
Facilities Management Director which reviewed possible options and recommendations. We have
discussed this problem at past meetings of our Parks & Recreation Commission, whose local
representatives include Leonard Bull and Keith Land. Our Board of Supervisors and County
Administrator are also aware of the problem.
You had a recent discussion with a Dangermond Group representative to discuss utility options,
as a component of the Micke Grove Park master plan information; Cunningham Engineering is a
Dangennond subcontractor for this project. They have estimated current domestic water
consumption needs to be 33,700 gallons per day. Future needs out to twenty years are projected
to reach 59,780 gallons per day.
We provide domestic water to more than twenty public drinking fountains, pub_

Rides, Memorial Building, Group picnic areas, employee and volunteer locations and three
resident caretaker residences.
I would like to arrange a meeting with you to discuss pursuing an agreement between the City of
Lodi and San Joaquin County, for the purpose of providing City domestic water service to the
North West boundary of Micke Grove Park, along Armstrong Road. We know any such
agreement must be acceptable and approved by our respective legislative bodies, will need
agreement from easement holders such as the railroad and the Public Services Division of County
Public Works. We need not deal with irrigation water or other utility services at this time, so that
this need can be addressed in as timely manner as possible, however we would be willing to
consider other proposed services if you are so inclined.
I would appreciate meeting with you on this matter as soon as possible and will be happy to
provide you with further information that you might need.
