HomeMy WebLinkAboutAgenda Report - June 21, 2000 E-03OF �Q • •COUNCIL COMMUNICATION <�FOR AGENDA TITLE: Plans, Specifications and Advertisement for Bids, and Authorize All Necessary Agreements for the Lower Sacramento Road Widening Project MEETING DATE: June 21, 2000 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council approve the plans and specifications for the above project, and authorize advertising for bids pending Caltrans approval; and adopt the attached resolution authorizing the City Manager to execute all necessary agreements to implement the project. BACKGROUND INFORMATION: At the March 1, 2000 City Council meeting, our engineering consultant, Mark Thomas & Co., Inc., and staff presented an overview of the widening project. At that meeting, the construction schedule, environmental documentation process, public meetings, and funding sources were discussed. At the April 5, 2000 City Council meeting, City Council certified the Negative Declaration for this project. The environmental document is currently awaiting Federal Highway Administration (FHWA) and Caltrans approval and, once completed, staff will begin the process of acquiring right of way as discussed at previous meetings. Currently, the appraisals for the properties are being prepared. Staff will begin advertising for bids upon receipt of Caltrans authorization that is anticipated to arrive in mid-August. Several utility companies have completed or are in the process of relocating facilities in preparation for the widening. The widening project consists of overlaying Lower Sacramento Road from Kettleman Lane to south of Taylor Road; removing the existing pavement and constructing new pavement from south of Taylor Road to Turner Road; constructing drainage pipes, structures, and landscaped medians with raised curbs; reconstructing fences, gates, and driveways; constructing curbs, gutters, sidewalks, and handicapped ramps; modifying four traffic signals; constructing a new traffic signal at Tokay Street; installing street lights; and constructing a traffic signal interconnect system. Staff is requesting City Council to authorize the City Manager to execute all necessary agreements for the improvements. Cooperative agreements between the City and Caltrans, SJCOG, Woodbridge Irrigation District, and San Joaquin County for funding or maintenance would be prepared by staff and executed by the City Manager. In addition, staff will prepare the agreements for construction engineering services, such as construction management, material testing and surveying. Staff has been pleased with the engineering firm that has prepared the design plans. With Council's approval, their professional service agreement will be amended to include the construction management services. FUNDING: This project is funded by several sources, STIP, Measure K, STP, TDA, and Regional Impact Fees. A request for appropriation of funds will be made at contract award. The estimated cost for construction engineering, testing and related services is approximately $300,000. Project Estimate: $7,200,000 Planned Bid Opening Date: September 13, 2000 Richard C. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lodi hereby approves the Plans & Specifications, and Authorizes Advertisement for Bids for the Lower Sacramento Road Widening Project pending Caltrans approval; and BE IT FURTHER RESOLVED, that the City Council of the City of Lodi hereby authorizes the City Manager to execute all necessary agreements for the improvements, which include: Cooperative Agreements between the City and Caltrans, SJCOG, Woodbridge Irrigation District, and San Joaquin County for funding or maintenance, agreements for construction engineering services such as construction management, material testing and surveying, and further approves amending the Professional Services Agreement with Mark Thomas & Co., Inc., to include the construction management services.
