HomeMy WebLinkAboutAgenda Report - June 6, 2018 C-06TM CITY OF LODI COUNCIL COMMUNICATION AGENDA ITEM AGENDA TITLE: Adopt Resolution Authorizing a Vehicle Replacement and Purchase of a New Bomb Squad Vehicle and Appropriate Funds ($112,480) MEETING DATE: June 6, 2018 PREPARED BY: Chief of Police RECOMMENDED ACTION: Adopt resolution authorizing a vehicle replacement (05- 0D52) and purchase of a new bomb squad vehicle and appropriate funds in the amount of $112,480. BACKGROUND INFORMATION: The Lodi Police Department's Explosive Ordnance Disposal (EOD) team is an FBI -certified, stand-alone bomb squad and is in partnership with a regional bomb squad that includes the San Joaquin County Sheriff's Office and Stockton and Manteca Police Departments. The EOD team is called out for suspicious packages and verified improvised explosive devices (IEDs) and is relied on to ensure citizen safety and prevent loss of life and property during these calls. On September 7, 2016 the Council adopted a resolution to accept a donation of a multi- purpose robot from the Lodi Police Foundation. The Lodi Police Department is required to own a robot to ensure compliance with federal requirements for continued squad certification. After the donation of the multi-purpose robot was received it was discovered that the robot cannot be positioned securely in the bed of the current bomb squad vehicle. The vehicle is a 1994 Ford Econoline E350 (05-0D52), one -ton truck outfitted with bomb squad framework. The current bomb squad vehicle was donated to the department in December of 2013 by the Manteca Police Department. The 1994 Ford Econoline has logged more than 187,000 miles and has cost the City $6,907.64 to maintain since it was acquired. Due to the Econoline's years in service, costly maintenance and unsuitable fit for the robot, the department determined it is in need of a replacement vehicle. At the July 11, 2017 Shirtsleeve meeting the department presented an EOD vehicle manufactured by Emergency Vehicles, Inc. (EVI). The quoted cost of the vehicle with modifications and needed accessories was approximately $210,000. At that time, the Council advised the department to seek a lower cost option. The Police Department has researched more options to cut cost, but still meet the needs of the bomb squad, specifically allowing room for the robot to be securely positioned. A 2019 Ford F550 truck was selected to purchase from Downtown Ford, a State of California contract dealer of government vehicles, for $42,566.38. The bomb squad framework will be manufactured by California Truck Equipment equipped with room for the robot, work area, and storage; for a total of $66,325.61. Lastly the emergency equipment installed by Lehr will cost $3,587.38. The total cost of the new vehicle will be $112,479.37. FISCAL IMPACT: The purchase price of $112,480 funded with the Vehicle Replacement Fund.
