BACKGROUND INFORMATION: CSCDA is a League of California Cities and California State Association of Counties sponsored Joint Powers Authority. Through CSCDA, the City may authorize the SCIP program within its boundaries. The SCIP program offers developers a mechanism to finance payment of certain development impact fees and infrastructure improvements. Developers gain the advantage of tax-exempt financing through public borrowing and economies of scale as the projects are pooled together statewide. Participating agencies gain the advantage of receiving full payment of impact fees for an entire project up front rather than waiting until each unit is constructed. This helps to more quickly replenish capital fund used to over build projects, or to provide revenue for construction of additional projects the fees are intended to fund. The City does not administer the program but approves all project applicants for participation. Full administration is passed onto CSCDA. The program for private property owners looking to develop is entirely voluntary. Providing this option simply gives developers another choice in financing their projects. Participation in said program will enable property owners to finance public capital improvements and/or development impact fees for public capital improvements imposed on new development. Said public capital improvements, if financed, will be among the public capital improvements required in connection with a given development project. Said development impact fees, if financed, will be used by the City to pay for public capital improvements which will serve the City, and which will be of a type and nature authorized under the Municipal Improvement Act of 1913 (codified at California Streets and Highways Code Sections 10000 et seq.). Participation in said program does not itself authorize the City to impose additional public capital improvements or new or additional development impact fees on any property owner. The hearing will commence at 7:00 p.m., or as soon thereafter as the matter can be heard, and will be held at Carnegie Forum, 305 West Pine Street, Lodi, California. Interested persons wishing to express their views on the participation in such program and the financing of public capital improvements and/or development impact fees as described above will be given an opportunity to do so at the public hearing or may, prior to the time of the hearing, submit written comments to the City Clerk, 221 West Pine Street, Lodi, California.
