HomeMy WebLinkAboutAgenda Report - April 18, 2018 C-14CITY OF LODI COUNCIL COMMUNICATION AGENDA ITEM TM AGENDA TITLE: Adopt Resolution Appropriating Funds for Lockeford Street Improvement Project Right -of -Way Acquisition ($20,000) MEETING DATE: April 18, 2018 PREPARED BY: Public Works Director RECOMMENDED ACTION: Adopt resolution appropriating funds for Lockeford Street Improvement Project right-of-way acquisition, in the amount of $20,000. BACKGROUND INFORMATION: Over the past year, Public Works has been working on the design and environmental documents for the Lockeford Street Improvement Project. Since this project is receiving Federal funding, California Department of Transportation (CalTrans) is responsible for the approval of the environmental documents and oversight of the right-of-way acquisition. The project requires right-of-way from two parcels located at 115 and 121 East Lockeford Street. The areas needed are generally 3.5 -foot -wide strips and are 188 and 394 square feet, respectively. On December 20, 2017, Council authorized the City Manager to execute all documents related to the Lockeford Street Improvement Project right-of-way acquisition and appropriated $30,000. At that time, the initial indication from CalTrans was that an appraisal would be required and then the City would be allowed to proceed with the acquisition directly (because the estimated property cost was less than $10,000). After granting environmental approval, CalTrans notified staff that the right-of-way acquisition would require an additional third party appraisal reviewer, as well as a third party acquisition company. On December 20, 2017, Council authorized the City Manager to execute all right-of-way acquisition documents and appropriated $30,000. This authorization was requested to expedite the right-of-way acquisitions and took place prior to Staff being advised by CalTrans that a third -party appraiser reviewer and acquisition company was required. Contracts have been executed with the appraiser and State -required third party appraisal reviewer and acquisition company, leaving minimal amount of funding available for the right-of-way purchase. Staff requests that an additional $20,000 be appropriated to provide for any additional CalTrans right-of-way requirements and/or higher -than -anticipated purchase prices. FISCAL IMPACT: The long-term fiscal impact is negligible. Funding requested will cover the land acquisition costs and various processing and recording fees associated with the proposed acquisition. This project does not impact the General Fund. -r. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize an appropriation for the Lockeford Street Improvement Project, in the amount of $30,000, as set forth above.
