RECOMMENDED ACTION: Adopt resolution authorizing purchase of five 26 -foot, compressed
natural gas, low -floor cutaway buses from A -Z Bus Sales, Inc., of
Colton, utilizing California Association for Coordinated
Transportation/Morongo Basin Transit Authority Procurement Cooperative, in the amount of $993,133,
and authorizing Public Works Director to execute all necessary documents.
BACKGROUND INFORMATION: The City of Lodi currently operates and maintains 24 vehicles to
provide the GrapeLine fixed route service, VineLine Americans
with Disabilities Act (ADA)/Paratransit service, and the Dial -A -
Ride service. Four of the vehicles in the fleet are 2009 Ford Starcraft cutaways and all have exceeded
their useful life in both mileage (over 100,000 miles) and age (six years), in accordance with Federal
Transit Administration vehicle useful life schedules. In addition, these vehicles are increasingly more
expensive to maintain and repair and are being taken out of service frequently for extended periods for
major repairs.
In anticipation of this vehicle replacement timeline, a grant application was submitted to the San
Joaquin Council of Governments (SJCOG) and the California Department of Transportation (Caltrans)
in 2016 for Congestion Mitigation and Air Quality (CMAQ) funds to purchase replacement buses. The
City was awarded $630,000 in CMAQ funds, with a $420,000 match in Local Transportation Funds
(LTF), for a total grant amount of $1,050,000.
The funds allow the City to purchase five compressed natural gas (CNG) cutaway buses (four
replacement buses and one additional CNG bus, to expand the current fleet to 25 vehicles). Six buses
were originally slated for purchase on this project, but only five are necessary in order to maintain an
acceptable spare ratio. When placed in service, the proposed new buses will be utilized on the fixed -
route system and occasionally on the Dial -A -Ride and VineLine systems. Rotating the new vehicles
into regular service reduces wear and tear on the existing fleet and increases the availability of spare
buses when one is out of service for maintenance or repairs.
The transit term "cutaway" refers to a bus with the chassis manufactured by a major vehicle
manufacturer and the body, or cab portion, manufactured by a private company. For this project, GM
manufactures the chassis, Glaval manufactures the body, and A -Z Bus Sales, Inc. is the California
representative authorized to sell the "Glaval" model cutaway buses. The cutaways are ideal because
they are built and designed with generous leg and headroom with large touring windows, and ample
floor space for three wheelchair positions. In addition, the low floor concept is an added safety feature
whereby there are no stairs to climb, which reduces boarding times and minimizes tripping hazards.

The new vehicles will be equipped with ADA -compliant ramps instead of lifts. The ramp design
improves passenger safety and reduces the time required for wheelchair loading and exiting.
Staff recommends utilizing the transit procurement cooperative that was issued through a joint
procurement effort between California Association for Coordinated Transportation (CaIACT) and
Morongo Basin Transit Authority (MBTA). The procurement cooperative allows local agencies to
purchase transit vehicles from manufacturers who have complied with the Federal bus procurement
requirements, thereby relieving the local agencies from this arduous and time-consuming process.
The City of Lodi has utilized a previous CaIACT/MBTA procurement cooperative to purchase two
replacement buses in Fiscal Year 2011/12.
Per Lodi Municipal Code Section 3.20.045, State and Local Agency Contracts, the bidding process
may be waived when it is advantageous for the City, with appropriate approval by the City Manager
and City Council, to use contracts that have been awarded by other public agencies, provided that
their award was in compliance with their formally -adopted bidding or negotiation procedures.
Purchasing the buses utilizing the CaIACT/MBTA contract saves the City of Lodi time and money.
Total project cost is estimated not -to -exceed $1,050,000, including delivery and aftermarket ancillary
equipment. An appropriation of $1,050,000 ($630,000/CMAQ; $420,000/TDA) is included in Fiscal Year
2017/18 budget for this project.
FISCAL IMPACT:
Maintenance costs for the new buses are included in the current Transit
operating budget. If the bus purchase is not approved, the CMAQ funds
must be deobligated from this project and returned to Caltrans. The four
existing buses will be disposed of at public auction in accordance with FTA
guidelines. This project does not impact the General Fund.

COMPRESSED NATURAL GAS, LOW -FLOOR CUTAWAY BUSES FROM
A -Z BUS SALES, INC., OF COLTON, UTILIZING CALIFORNIA ASSOCIATION

AUTHORITY PROCUREMENT COOPERATIVE; AND FURTHER
AUTHORIZING THE PUBLIC WORKS DIRECTOR TO EXECUTE ALL
NECESSARY DOCUMENTS

floor cutaway buses from A -Z Bus Sales, Inc., of Colton, California, in the amount of $993,133,
utilizing California Association for Coordinated Transportation/Morongo Basin Transit Authority
Procurement Cooperative; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
Public Works Director to execute all necessary documents.
