AGENDA TITLE: Adopt Resolution Approving Purchase of Dell Network Switches from DSA
Technologies, of Elk Grove ($51,962.44)

RECOMMENDED ACTION: Adopt resolution approving purchase of Dell network switches from
DSA Technologies of Elk Grove ($51,962.44).
BACKGROUND INFORMATION: As part of the City's efforts to replace aging network infrastructure, a
network refresh is scheduled for calendar year2018. The project is
funded by budget appropriation in Fiscal Year 2017/18 and will
replace aging equipment in the following buildings: Library, Municipal Service Center, White Slough
Water Pollution Control Facility, Fire Administration/Fire House 1, Hutchins Street Square, and Fire
House 3 and 4. This project will replace twelve HP network switches that have reached end -of -life by the
manufacture. Staff will replace the units with new Dell network switches matching those units that were
purchased for the data center refresh in 2015.
At the end of this project, the City will have current technology and facilities to properly manage those
parts of the City's network infrastructure. Newer and more reliable equipment will improve network
stability and lower the risk of network failure.
In accordance with Lodi Municipal Code Section 3.20.077, the Information Systems Manager has the
ability to acquire electronic hardware through negotiation, requests for proposal or competitive bids and
award based on "best value" criteria. The Information Systems Manager has selected to utilize the
negotiation method for acquiring these network switches from DSA Technologies, of Elk Grove, as it is
the same supplier of the City's data center equipment.

FISCAL IMPACT:
The appropriation for this purchase is approved in the Fiscal Year 2017-18
budget. There is no additional impact from this action. Failure to upgrade the
switches increases the City's risk of a critical failure resulting in a delay of
services to Library, Municipal Service Center, White Slough Water Pollution
Control Facility, Fire Administration/Fire House 1, Hutchins Street Square, and
Fire House 3 and 4, and a general loss of productivity City wide.

RESOLUTION NO. 2018-50
A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE PURCHASE OF NETWORK SWITCHES
FROM DSA TECHNOLOGIES, INC., OF ELK GROVE
WHEREAS, City of Lodi relies on the properly -functioning computer network
infrastructure to conduct daily operations for public safety, utility billing and collections, utility
monitoring, personnel tracking, payroll, procurement, email, and voice communications; and
WHEREAS, the network architecture is complex, requires annual operational costs and
parts, equipment replacement, and continuous staff hours to maintain; and
WHEREAS, Lodi Municipal Code Section 3.20.077 authorizes the Information Systems
Manager to acquire electronic hardware through negotiation, requests for proposal, or
competitive bids and award based on "best value" criteria; and
WHEREAS, the Information Systems Manager has selected to utilize the negotiation
method for acquiring these network switches, as it is in the best interest of the City to purchase
the Dell network switches from the same supplier as its data center equipment,
DSA Technologies, Inc.; and
WHEREAS, funding for this project was approved in the Fiscal Year 2017/18 budget.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the purchase of 12 network switches for the Municipal Services Center, Library, White Slough
Water Pollution Control Facility, Fire Administration/Station No. 1, Hutchins Street Square, Fire
Station No. 3, and Fire Station No. 4 from DSA Technologies, Inc., of Elk Grove, California, in
the amount of $51,962.44.
