HomeMy WebLinkAboutAgenda Report - March 21, 2018 C-15CITY OF LODI COUNCIL COMMUNICATION AGENDA ITEM C-15 TM AGENDA TITLE: Adopt Resolution Amending Traffic Resolution No. 97-148, Establishing Travel Restriction of Commercial Vehicles over Two Axles on North Lower Sacramento Road, between Turner Road and the City Limits MEETING DATE: March 21, 2018 PREPARED BY: Public Works Director RECOMMENDED ACTION: BACKGROUND INFORMATION: Adopt resolution amending Traffic Resolution No. 97-148, establishing travel restriction of commercial vehicles over two axles on North Lower Sacramento Road, between Turner Road and the City limits. North Lower Sacramento Road, between Turner Road and Woodbridge Road, is a two-lane roadway with a center turn lane. The properties along this corridor comprise mostly residential and commercial land uses. Over the past several years, the San Joaquin County (County) Traffic Engineering Division has received numerous complaints from the Woodbridge community about trucks using Lower Sacramento Road, north of the City limits. The County has since posted a commercial vehicle restriction on North Lower Sacramento Road, south of Woodbridge Road, per the County Municipal Code, as shown on Exhibit A. Recently, the County has received complaints of large commercial vehicles traveling on North Lower Sacramento Road, between Turner Road and Woodbridge Road. To address the complaints, the County has requested the City establish a restriction for commercial vehicles over two axles on North Lower Sacramento Road, between Turner Road and the northern City limits. This action will complete the commercial vehicle restriction on Lower Sacramento Road, between Turner Road and Woodbridge Road, also shown on Exhibit A. City staff evaluated the existing land use along this segment of Lower Sacramento Road and concurs with the County's request. As part of the City's evaluation, Staff contacted Bond Manufacturing (former General Mills site) and learned Turner Road is their designated truck route; therefore, the proposed commercial vehicle restriction will not impact their deliveries. Staff also confirmed the proposed commercial vehicle restriction will not affect the roadway use by garbage trucks, school buses, transit buses, or any trucks performing pick-ups or deliveries on any portion of the roadway. The Lodi Police Department supports the truck restriction recommendation. Staff recommends amending Traffic Resolution No. 97-148, Section 8, "Weight Limit/Commercial-Vehicle Restriction," Part B, by establishing travel restriction of commercial vehicles over two axles on North Lower Sacramento Road between Turner Road and north City limit. Lower Sacramento Road - Commercial Vehicle Restriction RESOLUTION NO. 2018-45 A RESOLUTION OF THE LODI CITY COUNCIL AMENDING TRAFFIC RESOLUTION NO. 97-148 BY ESTABLISHING TRAVEL RESTRICTION OF COMMERCIAL VEHICLES OVER TWO AXLES ON NORTH LOWER SACRAMENTO ROAD BETWEEN TURNER ROAD AND THE NORTHERN CITY LIMITS WHEREAS, North Lower Sacramento Road, between Turner Road and Woodbridge Road, is a two-lane roadway with a center -turn lane, with properties along this corridor comprised of mostly residential and commercial land uses; and WHEREAS, over the past several years, the San Joaquin County (County) Traffic Engineering Division has received numerous complaints from the Woodbridge community about trucks using Lower Sacramento Road north of the City limits and has since posted a commercial vehicle restriction on North Lower Sacramento Road south of Woodbridge Road, per the County Municipal Code; and WHEREAS, the County has requested the City establish a restriction for commercial vehicles over two axles on North Lower Sacramento Road between Turner Road and the northern City limits, completing the commercial vehicle restriction on Lower Sacramento Road between Turner Road and Woodbridge Road; and WHEREAS, staff recommends amending Traffic Reso ution No. 97-148, Section 8, "Weight Limit/Commercial-Vehicle Restriction," Part B, by establishing travel restriction of commercial vehicles over two axles on North Lower Sacramento Road between Turner Road and the northern City limits. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby amend Traffic Resolution No. 97-148, Section 8, "Weight Limit/Commercial-Vehicle Restriction," Part B, by establishing travel restriction of commercial vehicles over two axles on North Lower Sacramento Road between Turner Road and the northern City limits.
