RECOMMENDED ACTION: Adopt resolution partially accepting Reynolds Ranch Subdivision,
Unit No. 2 (Tract No. 3846) and Unit No. 3 (Tract No. 3847),
public improvements.
BACKGROUND INFORMATION: Reynolds Ranch Subdivision Unit No. 2 and Unit No. 3 are the
remainders of three low-density, residential subdivisions located
west of Reynolds Ranch Parkway, east of the Union Pacific
Railroad, as shown on Exhibit A. Unit No. 2 and Unit No. 3 consist of 138 single-family, residential
lots.
The improvement agreement for the project, approved by Council on July 11, 2017, requires the
installation of all interior subdivision public improvements and street improvements on Stockton
Street, from Harney Lane to the north boundary of the subdivision. The south buffer trail and
park/basin improvements are also to be constructed with Unit No. 2 and Unit No. 3, as a condition of
development.
The developer, Orchard Lanes — Lodi, LLC, has completed all public improvements within the partial
acceptance area, as shown on Exhibit B. Public improvements on Stockton Street, the buffer trail,
and park/basin are expected to be completed by June of 2018. The developer is requesting the City
approve partial project acceptance of the subdivision to accelerate occupancy of the homes built
within Unit No. 2. Staff recommends the proposed partial acceptance with the following conditions:
1. Maintain a security on remaining work in accordance with the Subdivision Map Act
requirements.
2. Provide a properly designed paved temporary access road on Stockton Street from the
project boundary to Rocky Lane as a secondary access to the subdivision. The temporary
roadway section must accommodate heavy emergency vehicles.
3. Provide a two-year warranty bond equal to 10 percent of the value of the accepted
improvements. The new warranty bond shall cover all the required public improvements for
two years from the date of the final acceptance by the City Council as outlined in the original
improvement agreement and approved subdivision plans.
4. Payment of $10,000 for the partial project acceptance fee.
All the required improvements submitted for partial acceptance have been constructed in accordance
with the approved improvement plans and City Standards. In accordance with the Subdivision Map

Act Section 66499.7 (d), the remaining value of the public improvement is less than 20 percent of the
overall subdivision improvements. A total of 1.13 miles of new interior streets will be accepted with
this partial acceptance.
Staff recommends the City Council approve the partial acceptance of Reynolds Ranch Subdivision
Unit No. 2 and Unit No. 3 public improvements within the limit, as shown on Exhibit B, and with the
partial project acceptance conditions listed above. The remaining public improvements for the
subdivision will be presented to City Council for acceptance when they are completed at a later date.
FISCAL IMPACT:
There will be an increase in long-term maintenance costs for public
infrastructure and City services, such as police, fire, and parks. This
cost will be partially funded by proceeds from the Community Facilities
District No. 2007-1.

A RESOLUTION OF THE LODI CITY COUNCIL PARTIALLY ACCEPTING
REYNOLDS RANCH SUBDIVISION, UNIT NO. 2 (TRACT NO. 3846) AND
UNIT NO. 3 (TRACT NO. 3847) PUBLIC IMPROVEMENTS
WHEREAS, Reynolds Ranch Subdivision Unit No. 2 and Unit No. 3 are the remainders
of three low-density residential subdivisions located west of Reynolds Ranch Parkway, east of
the Union Pacific Railroad, and consist of 138 single-family residential lots; and
WHEREAS, the improvement agreement for the project, approved by Council on
July 11, 2017, requires as a condition of development, the installation of all interior subdivision
public improvements and street improvements on Stockton Street, from Harney Lane to the
north boundary of the subdivision, and the south buffer trail and park/basin improvements are to
be constructed with Unit No. 2 and Unit No. 3; and
WHEREAS, the developer, Orchard Lanes — Lodi, LLC, has completed all public
improvements within the partial acceptance area, and public improvements on Stockton Street,

WHEREAS, the developer is requesting the City approve partial project acceptance of

1. A security greater than or equal to 200 percent of the value of the remaining work will
be maintained by the developer in accordance with the Subdivision Map Act for the
portion of the subdivision not being accepted.
2. The developer will provide a properly -designed paved temporary access road on
Stockton Street from the project boundary to Rocky Lane as a secondary access to the
subdivision. The temporary roadway section must accommodate heavy emergency
vehicles.
3. The developer will provide a two-year warranty bond equal to 10 percent of the value
of the accepted improvements. The new warranty bond shall cover all the required
public improvements for two years from the date of the final acceptance by the
City Council as outlined in the original improvement agreement and approved
subdivision plans.

WHEREAS, staff recommends the City Council approve the partial acceptance of

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby partially
accept Reynolds Ranch Subdivision, Unit No. 2 (Tract No. 3846) and Unit No. 3
(Tract No. 3847) public improvements within the project limits shown on the attached Exhibit A
and with the partial project acceptance conditions listed above.
