RECOMMENDED ACTION: Approve specifications and authorize advertisement for bids for
2018 Biosolids Removal, Dewatering, and Disposal Project.
BACKGROUND INFORMATION: The biosolids storage lagoons at White Slough Water Pollution
Control Facility (WSWPCF) are utilized for storing processed solids
from four anaerobic digesters. During the summer months, this
material is applied to City -owned farmland. However, in the winter, the solids are either processed and
stored in the biosolids dewatering facility or are stored in two concrete -lined lagoons.
Over the past several years, and as a product of the treatment process, solids from the digesters have
accumulated in Lagoon No 2. This has resulted in Lagoon No. 2 becoming overly full and requiring
supplemented solids removal.
This project consists of removing, dewatering, hauling, and proper disposal of approximately 1,000 dry
tons of biosolids from the WSWPCF storage lagoons.
The specifications are on file in the Public Works Department. The planned bid opening date is April 18,
2018. The project estimate is $300,000.
FISCAL IMPACT: The cost of biosolid removal is included in the Wastewater budget. This
project does not impact the General Fund.
FUNDING AVAILABLE: This project is funded by Wastewater Capital (53199000.77020).
