AGENDA TITLE: Adopt Resolution Adding One Police Corporal and Deleting One Police Officer

RECOMMENDED ACTION: Adopt resolution adding one Police Corporal and deleting one
Police Officer within the Police Department.
BACKGROUND INFORMATION: The Police Department has been focused on recruitment of new
Police Officers to fill their vacant positions over the past several
years. With continued retirements and subsequent promotions, the Department has hired 11 new Police
Officers over the past 24 months and has several current vacancies.
Police Corporals are assigned the essential function of a Field Training Officer (FTO) for newly hired
Police Officers. Due to staffing shortages and vacancies, the Department has an immediate need for an
additional Corporal to perform the FTO duties. In addition, recent reassignments of staff along with
staffing shortages have left the department without a traffic unit for the past 18 months. The Department
wishes to re -staff the traffic unit and assign one Corporal and one Officer to the traffic unit. There is a
need for an additional Corporal to take on this role as all other Corporals are assigned to other
units/divisions and are performing critical FTO duties for the newly hired Officers.
Many of the essential functions that were previously performed by Corporals have been assigned to
Sergeants due to staffing shortages. By adding one additional Corporal, the Department will have a
sufficient number of training officers needed to provide critical field training, to reestablish the traffic unit,
and to take on additional supervisorial duties such as maintaining and tracking required training and
certifications for all Police Department personnel.
The proposed allocation change will not result in an increase to budgeted headcount. If approved, the
Department will fill the Corporal position through internal promotion.
Staff recommends Council approve the requested changes to the Police Department budgeted positions
to provide for an additional Police Corporal and one fewer Police Officer.
FISCAL IMPACT: Additional annual cost of approximately $6,000
FUNDING AVAILABLE: Increased expenses will be absorbed within existing General Fund
appropriations authority in FY 17/18 and will be added in full to future year
budgets.

WITHIN THE POLICE DEPARTMENT
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
adding one (1) Police Corporal and deleting one (1) Police Officer within the Police Department.
