HomeMy WebLinkAboutAgenda Report - March 7, 2018 B-01 SMTM CITY OF LODI COUNCIL COMMUNICATION AGENDA ITEM 8-( AGENDA TITLE: Adopt Resolution Rejecting All Bids, Approving Plans and Specifications, and Authorizing Re -Advertisement for Bids for White Slough Water Pollution Control Facility Storage Expansion and Surface, Agricultural, and Groundwater Improvements Project MEETING DATE: March 7, 2018 (Special Meeting) PREPARED BY: Public Works Director RECOMMENDED ACTION: Adopt resolution rejecting all bids, approving plans and specifications, and authorizing re -advertisement for bids for White Slough Water Pollution Control Facility Storage Expansion and Surface, Agricultural, and Groundwater Improvements Project. BACKGROUND INFORMATION: Council approved the plans and specifications and authorized advertisement for bids on January 17, 2018. This project includes a 300 acre-foot capacity storage pond, pipelines, pump station, a flow monitoring/control structure, modifications to existing structures, electrical/instrumentation improvements, and associated work as described in the project plans and specifications. This project had a mandatory pre-bid meeting that was attended by 19 contractors. The City received the following four bids on March 1, 2018: Bidder Engineers Estimate CNI Conco West, Inc. City of Lodi Staff opening the bids was unable to locate the Receipt of Addendum No. 2 and requested the assistance of the representative for CNI Conco West to locate the receipt. CNI Conco West's representative was also unsuccessful. At that time, CNI Conco West was deemed non- responsive for not including Receipt of Addendum No. 2 with their bid and the next lowest bidder, Ford Construction, of Lodi, was deemed the apparent lowest responsive bidder. Approximately one hour after the public bid opening, the Receipt of Addendum No. 2 for CNI Conco West was located with their submitted bid, sandwiched between two pieces of paper. It is unknown how both City Staff and the CNI Conco West representative missed the Receipt of Addendum No. 2 during the bid opening. Staff recommends rejecting all bids, approving plans and specifications, and authorizing re -advertisement for bids for White Slough Water Pollution Control Facility Storage Expansion and Surface, Agricultural, and Groundwater Improvements Project. The specifications are on file in the Public Works Department. The planned re -bid opening date is March 29, 2018. The estimate remains at $3,700,000. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby reject all bids; approve plans and specifications; and authorize re -advertisement for bids for White Slough Water Pollution Control Facility Storage Expansion and Surface, Agricultural, and Groundwater Improvements Project.
