RECOMMENDED ACTION:
BACKGROUND INFORMATION:
Approve specifications and authorize advertisement for bids for
directional drilling, excavation, and conduit installation services.
The Electric Utility (EU) maintains approximately 131 miles of
overhead electric lines and 122 miles of underground cable to
provide safe, reliable electric service to over 26,000 customers.
As the underground electric system ages, it becomes necessary to repair and upgrade cables, conduits,
and appurtenances to continue delivering safe, reliable electric service. EU endeavors to utilize the least
intrusive and most economically feasible method in replacing the underground infrastructure. This
approach requires the use of directional drilling to minimize disturbances to the community, minimize
disruption and the replacement of hardscaped surfaces, including roads, sidewalks, and gutters while
doing so with maximum efficiency.
Historical practice utilized cable that was buried directly in the ground, or installed in conduits that have
subsequently been crushed or damaged beyond repair. In addition, the diameter of cable has increased
over time which requires the installation of appropriately sized conduit to comply with current -day
construction standards.
Council last approved an award for said services at its regular meeting on February 5, 2014. Contract
extensions were exercised, with the final extension for the current agreement executed April 12, 2017
with a term that concludes June 30, 2018 at a not -to -exceed amount of $700,000.
This invitation for bids is to replace the current agreement that provides necessary services for EU to
continue with its capital improvement plan (CIP). These services are provided on an as -needed and
emergency basis to respond to planned and unforeseen work and support the EU Strategic Plan
reliability goals.
Specifications are on file at the Electric Utility, 1331 South Ham Lane.
FISCAL IMPACT: Not to exceed $700,000 annually or $3.5 million over five years.
FUNDING AVAILABLE: Included in EU Capital Improvement Plan.
