AGENDA TITLE: Specifications and Advertisement for Bids for Two Bucket Trucks ($170,000)

RECOMMENDED ACTION: That the City Council approve the specifications and authorize
advertisement for bids for two Bucket Trucks.
BACKGROUND INFORMATION: The Bucket Trucks will replace a 1989 Ford F350 service truck (09-
027) with 110,946 miles on the odometer and a 1991 Dodge D350
service truck (09-023) with 81,664 miles on the odometer. The
replacement of these trucks is included in the 1999-2000 Fiscal Year
Plan and Budget. The guidelines for replacement (8 years/65,000
miles) have been met. The existing service truck configuration
(chassis with enclosed utility body) no longer meets the need of the
Department to provide quick, effective and efficient responses to
customer calls, service restoration and maintenance functions.
The vehicles are utilized on a daily basis by the Electric Troubleshooters, the first line response personnel
to trouble conditions and customer problems on the system. The Electric Troubleshooters generally works
alone in the field and carry out many other tasks such as street light repair, service installations, line work,
switching and data acquisitions in addition to the duties mentioned earlier. The majority of these tasks are
of an overhead nature. Therefore, the effectiveness, efficiency and a safe work environment for this group
of employees can be significantly improved by providing bucket trucks. Based on these facts, the
recommendation has been made to replace the traditional service truck configuration with bucket trucks.
Service trucks, per the Fleet Policies and Procedures, can have a secondary use of two years. The
Department has been using another service truck (49-072) in a secondary use capacity since November
1996. This vehicle is at this point worn out. Therefore, it is also recommended that vehicle 09-027 be
utilized as a secondary use vehicle to replace 49-072.
The bid opening date has been set for April 26, 2000.
