A. Roll Call by City Clerk
An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held
Tuesday, May 1, 2018, commencing at 7:03 a.m.
Present: Council Member Chandler, Council Member Kuehne, and Mayor Nakanishi
Absent: Council Member Johnson, and Mayor Pro Tempore Mounce
Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Ferraiolo

B-1 Receive Presentation by San Joaquin Regional Transit District (PW)
Chief Operating Officer Jean Foletta-Morales with San Joaquin Regional Transit District (RTD)
provided a PowerPoint presentation regarding the Consolidated Transportation Services Agency
(CTSA). Specific topics of discussion included regional functions and benefits of the CTSA,
background, proposed services, Americans with Disabilities Act (ADA) assessment, travel
training, Volunteer Incentive Program (VIP), discount fare card, FREEdom Program, RTD Go!
project, Mobility On-Demand, Local Transportation Fund (LTF) contribution by agency, and next
steps.
Council Member Kuehne expressed support for the streamlined ADA assessment process for
paratransit services, the hands-on teaching opportunity of the travel training program, the mileage
reimbursement service through VIP for transportation assistance, and the RTD Go! program and
pointed out a new non-emergency medical transport service to areas such as the Bay Area and
Sacramento was recently added to RTD's services.
Mayor Nakanishi stated he supports the CTSA concept and the programs it offers.
In response to Council Member Kuehne, Donna DeMartino, Chief Executive Officer of RTD,
stated that, by law, no more than 5 percent of the LTF can be claimed to cover costs
of services and, at this time, RTD is requesting each city contribute 2 percent. At the end of the
year, a true up will be done to determine whether or not the percentage should increase, which
will not be automatic and would come back before the San Joaquin Council of Governments
(SJCOG).
Myrna Wetzel asked questions relating to the various programs including pick-up locations
(i.e. home vs. bus stop), special markings on vehicles, and extension of the programs into
Woodbridge and the areas immediately surrounding Lodi.
Andy Chesley with SJCOG spoke in support of creating the CTSA because it will improve the
quality of service to County citizens and provide a level of coordination among services within the
County that will add value to the transit district and the smaller transit providers. He stated the
specific set of tasks outlined in the CTSA were discussed and agreed upon by all local transit
jurisdictions and SJCOG will be recommending approval of the creation of the CTSA, which
would fall under the auspices of RTD.
Elizabeth Kirkley, speaking as a member of the public and not a City employee, posed questions
regarding the VIP and whether it provides compensation to drivers who transport individuals
outside of the County.

Mike Lusk received clarification from City Manager Schwabauer that Lodi's transit system --
including costs, operation, and administration -- will remain under City control, while RTD will
continue to pay for, operate, and administer its system separately. Mr. Schwabauer added that
RTD could function as a master transit operator, but that is not part of this program.

No action was taken by the City Council. The meeting was adjourned at 7:39 a.m.

CTSA is an agency that coordinates and
provides social service transportation,
including services for the elderly and
individuals with disabilities who cannot use
conventional transit services
Regional functions and benefits of CTSA
•One centralized location for information on all countywide transit services
•RTD, ACE, Tracer, GrapeLine, Manteca Transit, eTrans , Blossom Express
•ADA services
•Non-Emergency Medical Transportation (NEMT)
•Veteran’s and health and human services transportation
•Reduction of duplicative costs and staff time
•Regional access to UBER and UBER-type services

Background
Countywide Transit Operators have been meeting regularly
•Tracy, Manteca, Lodi, Escalon, and RTD
•Primary objective is to enhance coordination of transit
services within San Joaquin County
Collectively developed a menu of services for the CTSA
A CTSA Advisory Committee made up of all the Transit
Managers would be established to provide input/guidance

Volunteer Incentive Program (VIP)
Offers a mileage reimbursement service that enables
ADA-certified passengers to compensate relatives,
friends, and neighbors for providing them with
transportation assistance

•Provides a flexible and customized transportation option
•Allows customers who are fragile or returning from dialysis
to ride with friends or family members
•Shifts cost away from more expensive paratransit demand
response trips
•No cost to passenger
•Driver is paid by CTSA
Discount Fare Card
Meets the Federal Transportation Administration (FTA) stipulation
that says, as a grantee under Section 5307, agencies “must allow
the elderly, persons with disabilities, and Medicare cardholders to
ride the fixed route services for a fare that is not more than one-half
the base fare charged other persons”

FREEdom Program
Allows ADA-certified customers to ride fixed-routes free of charge

•Provides customers with additional mobility options to travel without
requiring reservations

•Provides Uber subsidies to on-demand trips originating or ending
outside of the service area or at a transit center
•RTD’s pilot project shows these trips are being used throughout the
County

connections
•More cost effective than offering fixed-routes in low density areas
•Regular connections between Tracy and Mountain House; between
Manteca, Ripon, Escalon, and Modesto; and the areas around Lathrop
and Lodi and more.
