HomeMy WebLinkAboutAgenda Report - February 7, 2018 C-13CITY OF LODI COUNCIL COMMUNICATION AGENDA ITEM ..n / 3 TM AGENDA TITLE: Adopt Resolution Authorizing Local Cost Share Allocation Payment for Development of Eastern San Joaquin Groundwater Authority Groundwater Sustainability Plan ($11,664) MEETING DATE: February 7, 2018 PREPARED BY: Public Works Director RECOMMENDED ACTION: Adopt resolution authorizing local cost share allocation payment for development of Eastern San Joaquin Groundwater Authority Groundwater Sustainability Plan, in the amount of $11,664. BACKGROUND INFORMATION: On August 29, 2014, the California Legislature passed comprehensive groundwater legislation enacting the "Sustainable Groundwater Management Act" (SGMA). Governor Brown signed the legislation on September 16, 2014 and it became effective on January 1, 2015. SGMA requires the formation of groundwater sustainability agencies (GSA's) and the development and implementation of one or more groundwater sustainability plans (GSP's) for each groundwater basin categorized by the California Department of Water Resources as high or medium priority. The Eastern San Joaquin Groundwater Authority (Authority) is a collaboration of agencies within the Eastern San Joaquin Groundwater Basin, including Lodi, working to develop a GSP to comply with the SGMA legislation. The GSP for the Eastern San Joaquin Groundwater Basin must be completed and approved by January 31, 2020. The Authority has recently applied for a Proposition 1 grant in the amount of $1.5 million dollars to fund development of the GSP. If awarded, the local cost share obligation for the grant is $676,420 that is to be distributed between the 17 GSA members of the Authority ($11,664 for Lodi), along with a contribution from San Joaquin County Zone 2 funds ($450,000), as reflected in Exhibit A. If the Proposition 1 grant is not awarded, the local cost -share obligation will not be required. Authority Board Members have been directed to obtain concurrence regarding payment of the proposed cost share allocation from their respective governing bodies prior to the February 14, 2018 Board of Director's meeting. If approved, this Council action will satisfy Authority direction. Staff recommends Council adopt a resolution authorizing the local cost share allocation payment for the development of the Eastern San Joaquin Groundwater Authority Groundwater Sustainability Plan, in the amount of $11,664. FISCAL IMPACT: The cost allocation of $11,664 is payable over two annual installments of $5,832. The payments are due July 1, 2018 and July 1, 2019. Payment would be made from the Water Utility Operations Fund and will not impact the General Fund. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the local cost share allocation payment for the development of the Eastern San Joaquin Groundwater Authority Groundwater Sustainability Plan, in the amount of $11,664.
