BACKGROUND INFORMATION: Unit No. 44-038, a 1998 Vac -Con, combination sewer and drain cleaner, has exceeded the life expectancy for this type of equipment (Exhibit A). Total repair cost for 44-038 has reached $263,537 and the vehicle is frequently out of service due to mechanical breakdowns. In Fiscal Year 2014/15, this Vac -Con was scheduled for replacement when a new combination sewer and drain cleaner was purchased. Collection systems (sanitary sewer) and stormwater systems are frequently challenged with increasing State and Federal regulations. Regular sewer and storm line cleaning has been proven to be one of the most effective practices in maintaining a reliable and regulatory -compliant wastewater and storm drain conveyance system. Line cleaning is the best way to eliminate blockages, reduce Sanitary Sewer Overflows (SSO's), and prevent flooding in the storm water system. The City is beginning to see steady growth to its infrastructure. Since 2003, the stormwater system has increased by 18 percent and the collection system has seen an increase of 10 percent. The increase amounts to approximately 40 miles of pipeline combined. To improve line cleaning productivity, the Public Works Department re -assigned 44-038 to augment the wastewater utility's fleet of two newer sewer/drain cleaners. Utilizing a three Vac -Con fleet since 2014, City crews have been able to clean an average of 40 miles of sewer lines, or 20 percent, of the wastewater system per year because the third Vac -Con was dedicated to storm drain maintenance. This level of maintenance activity has resulted in an extremely low public SSO rate of 1.6 SSO's per 100 miles of wastewater pipe. However, with 44-038 out of service frequently, crews are now unable to sustain an acceptable level of storm drain maintenance due to Unit No. 44-038 being frequently out of service. Staff recommends replacing 44-038 and waiving the bid process and purchasing one Vac -Con combination sewer and storm drain cleaner, mounted on a Freightliner truck chassis, from Municipal Maintenance Equipment, Inc., of Sacramento, utilizing the competitively bid National Joint Powers Alliance Contract No. 022014 -AMI, in the amount of $448,934. FISCAL IMPACT: Replacing 44-038 will allow crews to maintain required sewer and storm line cleaning while reducing maintenance and repair costs. The budgeted purchase does not impact the General Fund and will assist the Municipal Utility Services Division in its continuing efforts to maintain the City of Lodi's infrastructure.
