approving residential permit parking in the areas adjacent to Lodi
Memorial Hospital and Reese Elementary School, and authorizing
City Manager to modify parking restriction duration of Zone F — Reese Elementary School Area.
BACKGROUND INFORMATION: In 2016, City staff received multiple complaints regarding
employees parking in front of residences near Lodi Memorial
Hospital and Reese Elementary School, all day. Below summarizes
the background, process, and survey results in these two areas.
Lodi Memorial Hospital
In 2015 and 2016, City staff received complaints about employees from the adjacent hospital and
businesses parking in front of their residences on York Street and Windsor Drive. The location of Lodi
Memorial Hospital, various medical offices, and other businesses, with respect to York Street and
Windsor Drive, is reflected in Exhibit A.
In January 2017, City staff sent a survey to residents (both renters and property owners) located on
Windsor Drive, York Street, Orange Avenue, and Park Street to determine interest in pursuing residential
permit parking. Only the York Street residents were interested residential permits with more than 60
percent of the residents in favor of the residential permit parking program. At the March 15, 2017
meeting, City Council approved the residential permit parking program on York Street and considered
expanding the program to Windsor Drive, Orange Avenue, and Park Street, if residents expressed
interest in the program.
Immediately after the implementation of the residential permit parking program on York Street, staff
received several requests from Windsor Drive, Orange Avenue, and Park Street residents requesting the
residential permit parking program. To formally gauge interest, City staff provided a survey for circulation
within the survey area (Exhibit A). The survey document outlined the parking restrictions (Monday
through Friday 9 a.m. to 10 a.m. and 2 p.m. to 3 p.m., except with a residential permit) that would be
enforced, if approved. The two, one-hour, no -parking restrictions allow for visitor parking on the street for
the majority of the day, while deterring employees from parking in the restricted area for the entire
workday. The survey areas and results are also shown on Exhibit B and the table below:

Reese Elementary School
In December 2016, City staff received complaints regarding all day parking of Reese Elementary School
employees in front of residences on Elm Street and Loma Drive, and expressed interest in the residential
permit parking program in the Reese Elementary School area. Feedback from the residents indicates
they have no issues with parents parking in front of their residences; however, they do not want teachers
or school employees parking in front of their homes all day. Staff surveyed the area and observed that
on -street parking is available on Mills Avenue and Elm Street, however, the parking lot is typically full.
A survey was provided by City staff to residents in the survey area. The survey document described the
parking restrictions (Monday through Friday 9 a.m. to 10 a.m. and 12:30 p.m. to 1:30 p.m., except with a
residential permit) that would be enforced, if approved. The two, one-hour, no -parking restriction allows
for parent parking during the school pick-up and drop-off periods and visitor parking for the majority of
the day, while deterring employees from parking in the restricted area for the entire school day. The
survey area and results are shown on Exhibit C and the table below:

After further reviewing the regular and minimum day school hours at Reese Elementary School, staff
recommends adjusting the residential parking restriction from 10 a.m. to 11:30 a.m. during school days,
to allow on -street parking for school pickup on both regular and minimum day schedules.
The City has established a guideline that requires at least 60 percent of residents within a proposed
residential permit parking survey area to be in favor of proposed parking restrictions. The survey results
from residents on Windsor Drive, Orange Avenue, Park Street, Elm Street, and a portion of Loma
Drive/Locust Street within the survey limits exceed the favorability guidelines of 60 percent. For this
reason, Staff recommends amending Traffic Resolution No. 97-148, Section 3 — Street Parking
Restriction and Section 6 — Permit Parking; by approving residential permit parking, and amending Zone
E — Lodi Memorial Hospital Area permit parking for (1) Windsor Drive from 172 feet east of Fairmont
Avenue to Crescent Avenue, (2) Orange Avenue from York Street to Park Street and (3) Park Street from
Orange Avenue to Crescent Avenue, with no parking Monday through Friday 9 a.m. to 10 a.m. and 2
p.m. to 3 p.m., and adding Zone F — Reese Elementary School Area permit parking for (1) Elm Street
from Mills Avenue to 105 feet east of Corinth Avenue, (2) Loma Drive from Elm Street to 130 feet north of
Locust Street, and (3) Locust Street from 150 feet east of Loma Drive to 90 feet west of Loma Drive, with
no parking between 10 a.m. and 11:30 a.m., during school days only. Staff also recommends
authorizing City Manager to modify parking restriction duration of Zone F — Reese Elementary School
Area, if needed.
FISCAL IMPACT: Minimal fiscal impact.
FUNDING AVAILABLE:
Funding for the installation of signs will be from the Street Maintenance
Operating account (30156002), at an approximate cost of $2,000.

A RESOLUTION OF THE LODI CITY COUNCIL
AMENDING TRAFFIC RESOLUTION NO. 97-148 BY APPROVING
RESIDENTIAL PERMIT PARKING IN THE AREAS ADJACENT TO
LODI MEMORIAL HOSPITAL AND REESE ELEMENTARY SCHOOL;
AND FURTHER AUTHORIZING THE CITY MANAGER TO MODIFY
PARKING RESTRICTION DURATION OF ZONE F —

WHEREAS, in 2015 and 2016, City staff received complaints about employees from the
adjacent hospital and businesses parking in front of their residences on York Street and

between 172 feet east of Fairmont Avenue and Crescent Avenue, (2) Orange Avenue between
York Street and Park Street, and (3) Park Street between Orange Avenue and Crescent
Avenue, with no parking Monday through Friday, 9 a.m. to 10 a.m. and 2 p.m. to 3 p.m.; and
adding Zone F — Reese Elementary School Area permit parking for (1) Elm Street from
Mills Avenue to 105 feet east of Corinth Avenue, (2) Loma Drive from EIm Street to 130 feet
north of Locust Street, and (3) Locust Street from 150 feet east of Loma Drive to 90 feet west of
Loma Drive, with no parking between 10 a.m. and 11:30 a.m., during school days only; and
WHEREAS, staff further recommends that Council authorize the City Manager to modify
the parking restriction duration of Zone F — Reese Elementary School area.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby amend
Traffic Resolution No. 97-148, Section 3 — Street Parking Restriction, and Section 6 — Permit
Parking, by approving residential permit parking as shown:
1. Amend Zone E — Lodi Memorial Hospital Area permit parking with no parking
Monday through Friday, 9 a.m. to 10 a.m. and 2 p.m. to 3 p.m. for:
a. Windsor Drive, between 172 feet east of Fairmont Avenue and
Crescent Avenue; and
b. Orange Avenue, between York Street and Park Street; and
c. Park Street, between Orange Avenue and Crescent Avenue.
2. Add Zone F — Reese Elementary School Area permit parking with no parking
between 10 a.m. and 11:30 a.m., during school days only for:
a. EIm Street, from Mills Avenue and 105 feet east of Corinth Avenue; and
b. Loma Drive, from EIm Street to 130 feet north of Locust Street; and
c. Locust Street, from 150 feet east of Loma Drive to 90 feet west of
Loma Drive.
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to modify the parking restriction duration of Zone F — Reese Elementary School
area.
