AGENDA TITLE: Adopt Resolution Authorizing City Manager to Execute All Documents Related to
Lockeford Street Improvement Project Right -of -Way Acquisition, and Appropriating
Funds ($30,000)

RECOMMENDED ACTION: Adopt resolution authorizing City Manager to execute all documents
related to Lockeford Street Improvement Project right-of-way
acquisition, and appropriating funds in the amount of $30,000.
BACKGROUND INFORMATION: Over the past year, Public Works has been working on the design and
environmental documents for the Lockeford Street Improvement
Project. Since this project is receiving federal funding, CalTrans is
responsible for the approval of the environmental documents.
The CalTrans environmental approval process is taking much longer than anticipated, which may impact the
potential of having the street open for the 2018 Grape Festival (mid-September). It is expected the project
can still be completed prior to the Grape Festival opening if construction begins no later than the first part of
April 2018. In order to meet this very tight schedule, staff is now requesting Council authorize the City
Manager to execute all documents related to the Lockeford Street Improvement Project right-of-way
acquisition. This action will allow for the accelerated procurement of property acquisition services that will
commence immediately upon completion of CalTrans environmental review process.
This project requires right-of-way acquisitions from two parcels, located at 115 East Lockeford Street and
121 East Lockeford Street, as shown on Exhibit A. The areas needed are generally 3.5 -foot -wide strips and
are 188 and 394 square feet, respectively. While staff anticipates the total cost of both acquisitions to be
less than $20,000, a very conservative amount of additional funds ($10,000) being requested to assure a
timeline interruption does not occur because of the need to return to Council for additional appropriations.
The property acquisition process will not be initiated until CalTrans authorizes the City to proceed.

The Tong -term fiscal impact is negligible. Funding requested will cover various
processing and recording fees associated with the proposed acquisition.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO EXECUTE ALL DOCUMENTS
RELATED TO THE LOCKEFORD STREET IMPROVEMENT
PROJECT RIGHT-OF-WAY ACQUISITION; AND FURTHER
APPROPRIATING FUNDS
WHEREAS, over the past year, the Public Works Department has been working on the
design and environmental documents for the Lockeford Street Improvement Project; and
WHEREAS, this project requires right-of-way acquisition from two parcels, located at
115 East Lockeford Street and 121 East Lockeford Street; and
WHEREAS, staff recommends that the City Council authorize the City Manager to
execute all documents related to the Lockeford Street Improvement Project right-of-way
acquisition; and
WHEREAS, staff further recommends that the City Council appropriate funds in the
amount of $30,000 from the fund balance of TDA Streets (30599000) for Fiscal Year 2017/18.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute all documents related to the Lockeford Street
Improvement Project right-of-way acquisition; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize an
appropriation for the Lockeford Street Improvement Project right-of-way acquisition in the
amount of $30,000, as set forth above.
