HomeMy WebLinkAboutAgenda Report - December 20, 2017 C-06TM CITY OF LODI COUNCIL COMMUNICATION AGENDA ITEM C/-6 AGENDA TITLE: Approve Plans and Specifications and Authorize Advertisement for Bids for Playground Surfacing Improvements MEETING DATE: December 20, 2017 PREPARED BY: Public Works Director RECOMMENDED ACTION: Approve plans and specifications and authorize advertisement for bids for Playground Surfacing Improvements. BACKGROUND INFORMATION: This project includes removing and replacing damaged portions of rubberized, poured -in-place playground surfacing material and sealing the entire playground surface with a new top coat, at four park locations. The rubberized playground surfacing at Century Meadows Park, Lawrence Park, Peterson Park (West Playground) and Emerson Park was installed between 2002 and 2006. The damage (Exhibit A) resulting from vandalism and normal wear and tear over the last 11 to 15 years, is substantial, requiring the need for repair. The improvements include removing and replacing a two -foot wide strip of poured -in-place surfacing material around the playground perimeters; removing and replacing areas of damaged poured -in-place surfacing; applying a top coat of urethane sealer over the entire poured -in-place surface areas at the completion of all repair work; and other incidental and related work, all as shown on the plans and specifications for the project. The new poured in place surface must comply with the Americans with Disabilities Act and Consumer Product Safety Commission guidelines, American Society for Testing and Materials standards, and certification from a State -required, third -party testing organization for playground surfaces and equipment. The plans and specifications are on file in the Public Works Department. The planned bid opening date is January 17, 2018. The project estimate for four park locations is $67,000.00. FISCAL IMPACT: The project will have a minimal impact on annual maintenance costs, and will reduce the City's exposure to claims related to the condition of playground surfaces. This project will not impact the General Fund. FUNDING AVAILABLE: Parks Capital (432). ?R Charles E.
