BACKGROUND INFORMATION: The Public Works Department staff have been working with our engineering consultants, Mark Thomas & Co., Inc., on several aspects of the Lower Sacramento Road Widening Project. Staff is very pleased with the design outcome and community response to the widening project. Staff felt that prior to completing the street improvement design, an overview of the project should be presented to City Council. At the City Council meeting, staff and our consultants will present the recommended layout. The Status Report (Exhibit A) and Traffic Study Summary (Exhibit B) are attached as background information. Staff has directed our consultants to design a project between Kettleman Lane and Turner Road that will allow the City to acquire a minimal amount of right of way while providing four travel lanes with a raised landscaped median and turn lanes. We propose to acquire right of way at the following areas: South of Tejon Drive, east side Ten feet is needed to build the curb, gutter and sidewalk along the east side of the main roadway wit out constructing the frontage road. This involves acquiring right of way from one parcel. Vine Street to Taylor Road, west side At both corners, Vine Street and Taylor Road, fifteen feet is needed to build the ultimate improvements with transitions just at the intersections. To accommodate the four travel lanes, it is necessary to reduce the median width by two feet. Between these improvements, a temporary asphalt dike will be constructed on the west side. This involves acquiring right of way from one property south of Vine Street and three properties north of Taylor Road. North of Sunwest Market Place Fifteen feet is needed to construct curb, gutter and (Safeway), east side sidewalk at the ultimate location on the east side. This involves acquiring right of way from three properties north of the shopping center. Staff is hosting a second public meeting on February 28, 2000, and will present the recommended layout. Staff will discuss the comments from this meeting at the City Council meeting. APPROVED: H. DixoA Flynn City M eager CSTATUS 02123/00 Lower Sacramento Road Widening Project, Status Report and Discussion March 1, 2000 Page 2 The environmental document is currently underway and the Community Development Department will be bringing this item to City Council on April 5, 2000. Since the City will be using federal and state funds for the construction of this project, the environmental document, as well as several technical studies, have been prepared to meet National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) guidelines. The environmental document needs to be certified by the beginning of April in order to meet a June 2000 deadline for allocation of funds by the California Transportation Commission. After the environmental document has been certified, staff will begin the process of acquiring right of way as needed for the widening project. Staff anticipates bringing back to City Council the request for approval of plans and specifications and authorize advertisement of the widening project in June 2000. Several utility companies have been notified and are currently working on the engineering to relocate their facilities prior to the start of construction. Staff anticipates that construction could begin in August or September 2000 depending on approval of State/City Cooperative Agreement for funding and right of way acquistions. Affected Property Owners CSTATUS Exhibit A Lower Sacramento Road Widening Project Status Report December 1998 — February 1999: Staff sent requests for proposals to fifty civil engineering firms in December 1998 and received eight proposals from various firms. Staff reviewed the proposals and interviewed three engineering teams. The most qualified engineering team, Mark Thomas & Company, Inc. was selected. The Sacramento firm is using two local firms, Baumbach and Piazza and Kjeldson, Sinnock & Neudeck, Inc. for design work. March 23, 1999: At the City Council Shirtsleeve session, staff informed City Council about the status, scope, schedule, and funding for the City's Lower Sacramento Road Widening Project. The San Joaquin County Public Works Department staff also presented information on the County's Special Purpose Plan for the Lower Sacramento Road segments within the City limits, Kettleman Lane to Harney Lane, and Turner Road to Woodbridge Road. • April 7, 1999: City Council authorized City Manager to Execute Professional Engineering Services Contract for the design work for the Lower Sacramento Road Widening Project. May 1999: The traffic engineering consultants began the traffic study to determine the number of lanes needed for future conditions, locations of median openings and if a signal is needed at Lower Sacramento Road and Tokay Street. The civil engineering firm gathered information to begin design work for Woodbridge Irrigation District (WID) Box Culvert and Widening projects. • July — August 1999: City staff reviewed and commented on the plan submittal for the WID Box Culvert Project. • September 1, 1999: Environmental Documentation for the WID Safety Project was completed by the Community Development Department. City filed Notice of Exemption with the County Clerk. • October 6, 1999: City Council approved plans and specifications and authorized advertisement for the Lower Sacramento Road WID Box Culvert Improvements and authorized City Manager to execute a Hold Harmless Agreement with WID. • October 12, 1999: First Public Meeting to discuss the overall widening project, from Turner Road to Kettleman Lane. Approximately 70 people attended meeting. The engineering consultant and City staff discussed preliminary engineering plans, traffic studies, project design, schedule and financing the project. • November 9, 1999: Field Review Meeting with Caltrans and City staff, and consultants to determine extent of the environmental studies. Caltrans determined that a Noise Analysis, Air Quality Study, Natural Environment Study, Historic Property Survey Report, Traffic Study, and Geotechnical Study were necessary. • November 1999 — Present: The environmental consultants are preparing the environmental documentation and technical reports to meet CEQA and NEPA guidelines. • November 17, 1999: City Council awarded the contract for the WID Box Culvert Project. December 1999: Construction of the WID Box Culvert Improvement began. • January 2000: City staff reviewed and commented on the first plan submittal for the widening project. • January — February 2000: Several technical Environmental Studies were submitted to Caltrans for review. • January — February 2000: City staff met with several individual property owners that were most affected by the widening project to discuss the project. • February 28, 2000: Second Public Meeting to discuss the Project Status. • March 1, 2000: City Council to review and discuss Status Report and give staff direction to proceed with the design of widening project. • April 5, 2000: Staff will recommend City Council certify the Negative Declaration for the Widening project. • April — May 2000: Staff begins right of way acquisition process. • June 2000: Caltrans Local Assistance requests California Transportation Commission funding allocation. • June 2000: Staff will recommend City Council approve plans, specifications and authorize advertisement of project • July 2000: Staff to recommend City Council award contract for construction of project, and approval of Cooperative Agreements for funding with the State and San Joaquin County Council of Governments. 0 August — September 2000: Construction of Widening Project Begins. Exhibit B Lower Sacramento Road Widening Project Final Report February 15, 2000 EXECUTIVE SUMMARY The proposed project will widen Lower Sacramento Road to include four travel lanes and a landscaped median from Kettleman Lane to Turner Road in the City of Lodi. This report documents the analysis of traffic impacts due to the widening and the installation of the median. Thirteen study intersections on Lower Sacramento Road within the study area were included in the analysis. The study intersections are: • Lower Sacramento Road/Woodhaven Lane/West Turner Road • Lower Sacramento Road/Tejon Street • Lower Sacramento Road/Park West Drive • Lower Sacramento Road/West Elm Street • Lower Sacramento Road/Oxford Way • Lower Sacramento Road/West Lodi Avenue/Sargent Rd. • Lower Sacramento Road/Raley's driveway • Lower Sacramento Road/West Tokay Street • Lower Sacramento Road/Cochran Road • Lower Sacramento Road/West Vine Street • Lower Sacramento Road/St. Moritz Drive • Lower Sacramento Road/Taylor Road • Lower Sacramento Road/West Kettleman Lane This study was done previous to the installation of a new traffic signal at the Safeway on Lower Sacramento Road north of West Kettleman Lane. This study includes an evaluation of existing and future traffic conditions, documents the modeling efforts and the General Plan build -out traffic forecasts, and presents median access recommendations. The findings are: • All signalized study intersections currently operate at LOS C or better. All movements at unsignalized study intersections operate at LOS C or better, with the exception of the eastbound left turn from Raley's driveway to Lower Sacramento Road, which operates at LOS D. • Traffic forecasts show daily volumes between 14,900 and 30,700 on Lower Sacramento Road between West Turner Road and West Kettleman Lane. These volumes indicate the need for a four -lane, divided roadway for the "build -out" condition, based on recommended roadway capacities in the Citywide Circulation Studyfor the City of Lodi. • The installation of a median in conjunction with the roadway widening will improve safety along Lower Sacramento Road by limiting the number of cross -street access points. • Full access should be maintained at each of the signalized study intersections and at West Tokay Street, which is recommended to be signalized, when a median is installed on Lower Fehr & Peers Associates Lower Sacramento Road Widening Project Final Report February 15, 2000 Sacramento Road. U-turns should be allowed on Lower Sacramento Road at all signalized intersections. It will be necessary to modify the existing porkchop islands on the southwest corner of the intersection of Lower Sacramento Road/Tumer Road in order to allow northbound to southbound U-turns. • At unsignalized intersections left -turns from the minor street onto Lower Sacramento Road should be prohibited. The number of median openings to allow left turns from Lower Sacramento Road to cross streets should be minimized in order to improve safety, decrease delays, and provide enough full -width median for the landscaping. However, inbound left turns must be provided at several cross -streets to provide access to residences and businesses off of Lower Sacramento Road and to eliminate circuitous travel patterns. Recommended median access at each of the unsignalized intersections is summarized in the following table. ACCESS RECOMMENDATIONS FOR UNSIGNALIZED INTERSECTIONS ON LOWER SACRAMENTO ROAD Cross -Street Recommendation for Median Access Tejon St. Allow inbound left turns. Park West Dr. Allow inbound left turns. Oxford Wy. Allow inbound left turns. Paradise Dr. Allow inbound left turns. Rale 's driveway Allow inbound left turns. Diablo Dr. No median opening (right turns only). Corbin Ln. No median opening (right turns only). West Tokay St. Provide full access. Install traffic signal. Cochran Rd. No median opening (right turns only). St. Moritz Dr. No median opening (right turns only). [Taylor Rd. Provide full access until additional access is provided. The signalized study intersections (including Tokay Street) will operate at LOS C, or better, at General Plan build -out. Signal upgrades will be needed at each of the currently signalized study intersections when Lower Sacramento Road is widened. Although the eastbound approach at the intersection of Lower Sacramento Road/Taylor Road will operate at LOS F during the p.m. peak hour at General Plan build -out, full access should be maintained at Taylor Road for emergency response and circulation reasons until the planned collector west of Lower Sacramento Road is constructed. • The recommended left -turn pocket length at signalized intersections on Lower Sacramento Road is 250 feet, based on proposed traffic volumes. Bay tapers, 120 feet in length, are recommended. At the intersection of Lower Sacramento Road/Lodi Avenue, where 360 feet is available for the taper and pocket, a 240 -foot left -turn pocket and 120 -foot bay taper are recommended. • The recommended left -turn pocket length at the median openings at unsignalized intersections on Lower Sacramento Road is 150 feet. Bay tapers, 120 feet in length, are recommended. At the Raley's driveway, the left -turn pocket should be 180 feet long, and the bay taper should be 120 feet.
