BACKGROUND INFORMATION: In October 2016, the Art Advisory Board voted to solicit proposals for a bicycle rack to be located at the Grape Bowl. A call to artists for submissions was posted on the Arts Commission website, on social media outlets and submitted to local media for publication. Jerrod Mays, a local artist who has completed several public art projects throughout the city as well as for Stockton and Tracy, submitted a design to the Art Advisory Board (attached). The board approved the project at its October 10, 2017, meeting followed by the Parks and Recreation Commission's approval on November 7, 2017. The City's Public Art Policy requires City Council approval for art projects funded through the Art in Public Places Fund, a developer impact fee program. Staff requests the Council adopt the attached resolution. FISCAL IMPACT: Funding for the project will come from the Art in Public Places Fund 43499000, which includes $3,000 to the artist and $300 transferred to PRCS to administer the project. FUNDING AVAILABLE: Included in Fiscal Year 2017/18 budget, Fund 43499000 JH:tI cc: City Attorney aN44,krL5 Andrew Keys Deputy City Manager/Internal Services anager 4►I�'1Air.« r,a P.. =, Recreation and Cultural Services Director APPROVED: en Sc wa , City Manager [Item No. C-14 RESOLUTION NO. 2017-218 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING ART IN PUBLIC PLACES EXPENDITURE FOR BICYCLE RACK AT THE GRAPE BOWL WHEREAS, the Art Advisory Board was created to oversee the expenditure of Art in Public Places funds collected through the Development Impact Fee program; and WHEREAS, the Art Advisory Board voted in October 2016 to procure an artistic bicycle rack for the Grape Bowl using the Art in Public Places Fund; and WHEREAS, the Art Advisory Board reviewed artist proposals and chose to fund the project proposed by Jerrod Mays at its October 10, 2017, meeting, followed by the Parks and Recreation Commission's approval on November 7, 2017; and WHEREAS, Jerrod Mays' fee for the artwork is $3,000 and the City's Public Art Policy allows the Parks, Recreation and Cultural Services Department to collect a 10 -percent project administration fee of $300; and WHEREAS, staff recommends that City Council approve expenditure of $3,300 for the Grape Bowl Bike Rack and project administration. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve expenditure of $3,300 for the Grape Bowl Bike Rack and project administration.
