AGENDA TITLE: Adopt Resolution Terminating Downtown Shuttle Pilot Route

RECOMMENDED ACTION: Adopt resolution terminating downtown shuttle pilot route.
BACKGROUND INFORMATION: In May 2017, City staff met with Downtown Business Alliance
(DBA) board members to present two proposed routes and
determine if the downtown shuttle was worth pursuing and a viable
concept. The DBA board members were in favor of the proposed shuttle route, as shown in Exhibit A,
and felt it could alleviate downtown employers and employees occupying core customer parking spaces
in downtown.
At the July 19, 2017 City Council meeting, Council approved the implementation of the Downtown Shuttle
Route Pilot Program. The route was intended to transport downtown employers and employees to and
from the downtown transit parking garage and their respective businesses while stopping at various
downtown bus stops.
The downtown shuttle pilot route began Monday, August 21, 2017, with operating hours from 7:50 a.m. to
9:10 a.m., 11:50 a.m. to 1:10 p.m., and 3:30 p.m. to 5:10 p.m. The route operates on 10 -minute
frequencies and is free to passengers.
To publicize this service, staff posted six advertisements in the Lodi News Sentinel between August and
October, as well as, on the City's Transit Division webpage and Facebook page. In addition, the route
was added to the current GrapeLine bus tracking app (lodi.doublemap.com/map), and route schedules
were distributed to DBA members for posting.
Despite the efforts noted above, there were a total of 51 passengers on this route between August 21,
2017 and November 14, 2017. The cost to provide the service is approximately $900 per week. Over
the twelve week pilot period, the total cost of the service was approximately $10,800, resulting in a cost
per passenger of approximately $212. Due to the extremely low ridership and extraordinarily high cost
per passenger to provide the downtown shuttle service, staff recommends that the downtown shuttle pilot
route service be terminated.
FISCAL IMPACT: There will be a cost savings of approximately $47,000 per year ($900 per
week) in the Transit operating budget.
FUNDING AVAILABLE: Not applicable.

A RESOLUTION OF THE LODI CITY COUNCIL
TERMINATING DOWNTOWN SHUTTLE PILOT ROUTE
WHEREAS, at the July 19, 2017, City Council meeting, Council approved the
implementation of the Downtown Shuttle Route Pilot Program; and
WHEREAS, the downtown shuttle pilot route began Monday, August 21, 2017,
with operating hours from 7:50 a.m. to 9:10 a.m., 11:50 a.m. to 1:10 p.m., and 3:30 p.m.
to 5:10 p.m.; and
WHEREAS, there were a total of 51 passengers on this route between
August 21, 2017 and November 14, 2017; and
WHEREAS, due to the extremely low ridership and extraordinarily high cost per
passenger to provide the downtown shuttle service, staff recommends that the
downtown shuttle pilot route be terminated.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
terminate the downtown shuttle pilot route.
